That was a big VBIED. I'm pretty sure anyone in the building is fucked considering a fire ball shot out the backside of the structure. In the next frame the building is no longer there but a pile of debris. People say the most feared weapon on the battlefield is the sniper. I would say the suicide truck bomber is a close second.
