He is doing it on purpose. The stupid stimulus bill that passed does not start spending most money until 2010, just before the midterm elections. If it was high on his list, then why wait until 2010. His own people(RAHM)said "never let a good crisis go to waste" By keeping the economy down, he thinks it will be easier to pass his agenda items if there is unease in the country. See here on LL the post-How they brainwash a nation. Also the book rules for radicals spells this out how to do it. YES he knows what he is doing.
