These are just large flakes of Bonito - Katsuobushi - basically dried smoked fish. They're 'dancing' because of the heat and moisture.
Long dead. Nothing to worry about. Very tasty too.

It's called Katsuobushi (fish flakes) and it's Japanese. The fish is dried for a really long time and it appears to "dance" when moisture and heat is applied.
