"Aggressive" Tow Truck Operators In St. Petersburg, Russia.

This happened last week, and is a regularly-occurring, but denied, situation. According to Russian laws, if the owners show up when their car is about to be towed away from a prohibited parking space, the owners are allowed to keep their car.
The car owners are fighting their ticket and costs to retrieve their car.
