I have solution, those are immigrants who don't have Moscow permit to live there, just deport their asses. When living in Moscow you need to go to police station and report your need living address, most of immigrant workers don't do that.

Every time they demand something, destroy a few mosques and restrict their civil rights. Tolerance since decades didnt turn out well, they are just misusing it. Lets try the opposite direction.
