Fact is that the country of Costa Rica asked Sea Shepard to bring an illegal fishing boat it had found, back to harbor for arrest. As it turns out, the Costa Rican illegal shark fin industry has close ties to government, and the Sea Shepard was held at harbor for their attempts at capturing the illegal fin fishing vessel. While there, the film crew sneaks out and films some of costa ricas illegal shark fin processing plants. Tons of sharkfins laid on on roofs to dry behind high fences... confirming the vastness of the industry.
