It is not about owning the photo as dumb or uninteresting as it might be. It is about owning the rights to the photo. The owner may sell or lease the rights to publishing companies for revenue. It is a money making venture. People buy reproductions of these photos all the time for less money, but they sell in volume and the owner makes a percentage (royalties).
