Driving without the ticket and refusing to step out of the bus is a serious crime now in Belgrade! BusPlus is a private company and their job is earn money from charging tickets in once upon a time, free public transportation. This guy came from Montenegro and there is no need for paying a ticket. So, he meet those guys (utility or community cops - they don't carry weapons) and we got a typical machismo situation...
