Experts Say Al-Qaida Is Changing Tactics
CIA Chief Leon Panetta says counterterrorism operations have put senior al-Qaida leaders under intense pressure and there are growing signs they are changing their tactics and are still dangerous. Experts say al-Qaida is shunning spectacular attacks in favor of smaller ones to disrupt Western economies.
