Panetta: 'International Permission,' Not Congress, As 'Legal Basis' for Military Action

WASHINGTON, March 7—Under question from Sen. Sessions at a Senate Armed Services Committee hearing today, Defense Secretary Leon Panetta and Joint Chiefs of Staff Chairman Gen. Martin Dempsey indicated that "international permission," rather than Congressional approval, provided a 'legal basis' for military action by the United States.

      Bush 41 and 43 both got congressional approval to go to war in the Gulf war, The Iraq war, and The Afghanistan war. Obama did NOT get approval in Libya, in fact he never even brought it to a vote! The administration argued that since it was under the NATO umbrella that approval wasn't needed!

      Congressional approval is a de-facto declaration of war!

When we declared war against Germany in WWII, we declared it against the nation of Germany, we didn't declare war against all Nazi's - if we did we would still be fighting that war.   • WTF!!! Generals should not be involved in the political decision-making process. Instead, they should proffer advice regarding the use of the military in achieving policy-makers goals, and as to the probable success of the military outcome. It should be left to the political leaders to decide if the military option should be pursued.
