He refused to disclose the whereabout of his pregnant wife who had already given birth to a child, which pissed off the birth control officers. He will be locked up until he pays the fine (3 to 6 years of family annual income) or his wife has an abortion.

This is a bit much, but the world in general does need to stop the ever faster growing reproduction rate.
How about: Birth control is mandatory for everyone when they are born(it can be done). If you want to have a child you fill out an application, and in the application you explain why you believe you'll be a fit parent and how you plan to pay for it, including planning for it's future. You're right. Inevitably overpopulation will lead to a huge disaster in the future, when people can no longer afford to ignore the problem and will have to deal with it somehow. The only proper way to control it, is on a world wide scale, otherwise most selfish and ignorant turd-world countries will just keep expanding their populations anyway, driving those that actually think towards extinction.
