The UN took a look at the state of the world in 1997 and saw the (now very obvious) widening income inequality, deforestation, lack of human rights, and environmental abuse.       Take that model of yours to any university and see if the marginal students support having their grades augmented through no effort of their own by taking a portion of the grades from students who actually apply themselves and distributing them evenly so everyone has the same grades.
