  • The driver should have signed the citation. If the driver did not believe that he was guilty of the alleged offense, the driver could have appeared in court to plead his case before a judge. The driver created the situation that resulted in his getting shot with the taser. Also, the driver did not have to be given the Miranda rights before being arrested.

  • Police state. Tazers are supposed to be used only when there is no other option, he could have easily tackled the guy. He did not taze the man because he felt he had to, he tazed the man as a punishment. I wouldnt be suprised to hear that, after he was in the car , he was hit with a truncheon, and dragged off to the ministry of love.
