Cities, towns, countrysides, communities, vilages...anywhere PEOPLE are present, you MAY find dangerous situations.
Can't remember ever running across any RDX in the average playground.

This wasn't enemy territory. It was an Israeli Arab town, on the border, but not in the West Bank and the suspect was probably a go-between and not the main actor. The Arabs there may be sympathetic, but they are not WB Palestinians, and its under Israel police jurisdiction. It would be like a cop raid on a drug house in America. If it was in the WB the locals would have been way more volatile.
