@85cmorning It's probably legit. They didn't have the internet back then, and faking films like this was pretty pointless.
This was 1922, and the first truly mobile 2 way radio was invented in 23 (by Australians for use in police cars). These people were using the hydrant as an antenna I assume (don't see why they would use it as a ground).
This is the right time-frame for this type of documentary film to be made though.

I get it, they used the fire hydrant to attach a grounding wire which attaches to the umbrella attenae. It's a simple twelve volt two way radio. In the city it's range is probably no better than a few blocks but if it can reach the operator's station they can be connected to the phone lines as long as the operator dials the number for them. Which is how all mobile phones worked up until cell technology was created.
