The Russians left all sorts of military materiel throughout AFGHANISTAN when they pulled out--materiel now available to the insurgency. Also (if this is Iraq), Saddam's military used white phosphorous weapons during the Irag-Iran war and against the Kurds in Erbil and Dohuk.
