Secret Memo, Al Qaeda not US Police Concern

If a secret police memo identifying targets to arrest on sight, wouldn't you think the list should have Al Qaeda, KKK, skinheads, members of hate groups are actual threats to public safety. A blogger critical of the governor, and a father who wrote a letter to the Connecticut Governor M. Jodi Rell was on the list to be arrested on sight in public. Those two didn't show so police arrested the rival gubernatorial candidate's Green Party campaign manager for having exercised his free speech rights critical of the Republican Governor on his blog. Police in the US must know that Al Qaeda is just a CIA propaganda program and that the "hate groups" all have government infiltrators. Does the US Constitution really apply if a citizen can be arrested for his/her opinions to have their families broken up, losing his/her job, home, retirement, credit, to be whisked off to a US jail to be held as a political prisoner?
