The acid from the lemon juice and salt is interacting with the aluminum foil and generating electricity. The fish muscle is reacting to that electricity.

Do you have a Daniell cell on a shelf by your desk? I have.
I used zinc sheet stock to make the anode. It's in a 6" diameter, 8" high glass cylinder. It generates a couple of amps at about one volt.
Sometime I'll line up a few dozen of them and have some real fun!
I've worked with several other battery types as well.
One commenter suggested the aluminum is involved in the reaction that's making the fish writhe. Although the concept is chemically sound, I don't t More..

I'm not sure your point bill nye but the fish must've been killed recently so although it's brain was dead, it still is receiving signals to the spinal cord causing movement.

The lemon juice & tin foil created a rudimentary battery giving stimuli to the nerves in the fish, the fish has to be extremely fresh otherwise the nerve endings would have already died.

It's called a death throe. Even after the nerves have been severed from the brain they can remain active for a few days. Exposure to chemical stimulants causes the remaining nerves to fire autonomously and in some cases nerves will report to the spinal cord with a stimulus response request and subsequently be sent a "twitch" or involuntary react signal.
