Cats never need rescuing. They figure it out eventually. My cat (RIP) got stuck up about 30' up in a tree so we put up an extension ladder and my dad tried to knock him down with a broom while standing on the top rung of the ladder.
He calmly walked down the other side of the tree the little fucker.
Leave them up there.

Try a can of tuna , that usually changes their one track mind over from being caught up in a high place , over to food.
