Former Portland police officer pleads guilty to receipt of child pornography

A former Portland police officer has entered a guilty plea to one
count of receipt of child pornography in federal court and will be
sentenced in February.The officer who once worked registering
others as sex offenders will have to register as a sex offender himself,
under a plea agreement he signed.Scott Edward Elliott, 50, a 22-year veteran of the Portland Police
Bureau, admitted that he used the screen name "malewantsu2004'' when he
engaged in an Internet-based online discussion with another person who
used the screen name "doraexplora111.'' Elliott received at least nine
images of child pornography on Sept. 11, 2009 from "doraexplora111,''
according to court records. forensic examiner found images on
Elliott's computer that depicted actual minors under the age of 18
engaged in sexually explicit conduct. Some of the files depicted
prepubescent children engaged in sexually-explicit conduct, and some of
the images portrayed masochistic acts, according to a plea agreement
filed in U.S. District Court in Portland.Under the plea arrangement, Elliott is expected to face a 5-year mandatory minimum prison sentence."The
parties agree that such a sentence is both appropriate and reasonable
in light or...the facts and circumstances of this case,'' Assistant U.S.
Attorney Kelly A. Zusman wrote in the plea agreement. Elliott and his
federal public defender, Amy Baggio, signed it on Oct. 30.A second charge of using the Internet to entice a minor would be dismissed, under the plea agreement.When
signing the agreement, Elliott noted that he's not under the influence
of alcohol or drugs, and not suffering from an illness or disability
that affects this thinking except "depression and suspected PTSD,'' for
post traumatic stress disorder.Elliott resigned his position
with police in May. He had been most recently assigned to East
Precinct's afternoon relief patrol. He also was one of a number of
officers assigned at East Precinct to help register sex offenders, part
of he bureau's Sex Offender Registration Detail.He was arrested in late March on state charges, while on police duty.The
federal indictment was based on evidence discovered after authorities
executed a search warrant on Elliott's home as part of the state
criminal investigation. Elliott's plea agreement in the federal case
does not apply to any charges pending in state court, the plea agreement
states.Elliott is scheduled to be sentenced in federal court on Feb. 14.
