Worker hit by 6 kilovolt during cable dismantling

The investigative department in the city of Kandalaksha of the Investigative Department of the Investigative Committee of the Russian Federation for the Murmansk Region opened a criminal case on the grounds of a crime under Part 1 of Art. 143 of the Criminal Code of the Russian Federation (violation of labor protection requirements committed by a person entrusted with the obligation to comply with them, if this entailed, through negligence, causing serious harm to human health).

According to the investigation, on July 10, 2019, the 34-year-old electrician of the contractor who carried out the dismantling of old clipped backup cables in the cable tray and cable basement GPP-40b in the mining and processing plant located in the Kovdorsky district was hit by an electric arc having voltage 6 kV.

The victim was hospitalized in a medical institution with a preliminary diagnosis of a burn with a voltaic arc with an area of ​​50-60% of the body (20-30% deep burns), burn shock of the 2nd degree.

Currently, a complex of investigative actions is being taken to establish all the circumstances of the incident. Investigators of the regional IC of Russia examined the scene of the incident, seized production and other documentation that regulates the admission of workers to the place of work, and witnesses of the incident are questioned. As part of the criminal case, a series of forensic examinations will be appointed.

The preliminary causes of the accident were the admission of the electrician to work in existing electrical installations without performing technical measures to check the absence of voltage on the cable lines before starting work, as well as carrying out work without a set of protective clothing that is resistant to the thermal effects of an electric arc.

The criminal investigation is ongoing.
