Viral Video Shows Authorities Using Taser; K-9 Officer On Suspect

Viral video of an arrest in Penn Hills has spurred a review of police conduct by local Police and the state Attorney General's office.

Three clips show Penn Hills officers and agents with the A-G's office using physical force, a Taser and a K-9 officer to arrest 21-year-old Rayquane Jamal Bowles-Wilds following a traffic stop Thursday evening on Chaske Street.

Community advocates voiced concern in meetings with local officials.

Community activist Amber Sloan tells KDKA Radio's Lynne Hayes-Freeland, “That’s what made me have an issue, the dogs,” said Sloan. “Once the dogs were released I thought it was beyond mean and then they kicked him in the head,” said Sloan.

Police Chief Howard Burton has met with community advocates. He tells KDKA Radio his officers acted appropriately, and the videos do not show the suspect resisting arrest prior to the dog's release.

Body and dash cams also captured footage. Bowles-Wilds is accused of resisting arrest and attacking the K-9.

“I know that seems difficult for some people to understand but we have a totality to look at, a totality of circumstances, what led up to the point where they saw those three videos,” said Chief Burton.
