They where trying yo flee the city after finding out that a massive police force was waiting for them.

A gang of 30 heavily armed bank robers attacked a small town Bank but learned that several special units from police where quickly deployed.

In this video you can see a ROTA (one of the elite unit) setting an ambush to them. The bandits cars where armored but not for assault rifle level guns. Some of the bandits got hit and later surrender after this point, others kept trying and died
