Second Round of US Sanctions over Skripal case

US President Donald Trump has signed an order imposing fresh sanctions on Russia over the poisoning of former Russian spy Sergey Skripal in England last year. Under the new sanctions, the U.S. will ban its banks from issuing loans to Russia and, when necessary, will oppose international banks extending loans to Russia.
