EPD identifies Evansville man shot by police, releases body cam footage

The Evansville Police Department has identified the man who was shot by a police officer over the weekend.

Melvin Solomon, 51, was shot in the upper arm after EPD Officer Jason Martin fired four shots at him, EPD spokesman Sgt. Nick Winsett said at a news conference Tuesday afternoon.

Winsett couldn't say how many rounds struck Solomon or the extent of his injuries.

Officers were called to the 2600 block of Pollack Avenue around 1:30 a.m. Saturday. A man, later identified as Solomon, told dispatchers he shot someone and was going to shoot someone else.

Winsett said dispatchers heard a female voice and what sounded like a struggle in the background over the phone.

Body camera footage released Tuesday shows a man wielding two knives as officers approach the scene. He's ordered several times to drop the weapons, which he doesn't do.

He turns his back on the officers and walks back toward the house. The officer shoots as the man walks into the doorway. The man stays inside for a while before walking out, slowly getting on his stomach.

nly 19 seconds passed between the time officers arrived and the time Martin fired his gun, Winsett said.

Martin and the other responding officer, Jaqueline Duff, were placed on the standard three-day administrative leave.

Winsett said the pair acted appropriately.

"According to the knowledge that these officers had from dispatch... he says he's already shot somebody and he's going to shoot somebody else," Winsett said while explaining why the officer fired. "Our priorities are human life."

No one was found in the apartment, police said. Solomon was taken to a local hospital for treatment.

"We feel like this may have been a suicide-by-cop situation," Winsett said.

Solomon was released from the hospital Monday and booked into Vanderburgh County's jail around 3:30 p.m. on preliminary charges of intimidation, false reporting and resisting law enforcement.

Winsett didn't know whether Solomon was cooperating with investigators.

Jail records show he's being held without bond.
