Phoenix officer slap handcuffed man, police recommend assault charges

Phoenix police released surveillance footage showing one of its officer's slapping a 22-year-old handcuffed man sitting on a bench.

Officer Tim Baiardi, 44, who has been with Phoenix police for the past 17 years, is facing an aggravated assault charge in connection to the Dec. 8 case, the police department and the Maricopa County Attorney's Office have reported.

Police and court reports indicated the officer had also punched and kicked Roger Moran in the process of handcuffing him. Moran told another officer that after Baiardi struck him on the left side of his face, Baiardi told Moran to "never that again."

As of Friday, police officials said Baiardi "was placed on administrative leave and assigned to his home pending the completion of the criminal and internal investigation."

Amanda Steele, a spokeswoman for the County Attorney's Office, said in an email on Monday that the case is still pending and no charges have been filed against Baiardi.
