Richard McGuire ran activity sessions for hundreds of children in Middlesbrough despite having been convicted of sex offences against children in the Hull area ten years earlier. A Serious Case Review report by the South Tees Local Safeguarding Children's Board (LSCB) today reveals errors made by Middlesbrough Council, two local schools, a youth centre and a recruitment agency, which helped McGuire slip through the system. McGuire, formerly of Warwick Street, Middlesbrough, finally set up Dragon House Training in 2005, which provided out-of-school activities for disadvantaged children. It has since been disbanded. Earlier this year at Teesside Crown Court he admitted 28 charges including attempted rape, sexual assaults, sexual activity with children, taking indecent photographs of children and frauds. The Recorder of Middlesbrough Judge Peter Fox QC branded him "an inherently dangerous pervert and a scheming predator where young children are concerned" and he was jailed indefinitely. Today's damning report says McGuire's appalling past was allowed to go undetected because of earlier failings by a number of organisations. Unity City Academy and Pertemps People Development Group (PPTG) both failed to check that McGuire had undergone the necessary Criminal Record Bureau (CRB) checks. And though Marton Grove Primary School and Grove Hill Youth & Community Centre did ask to see a CRB disclosure, they both failed to check the five security features, which would have revealed that his documents were forged. According to today's report, all of these organisations "were not specific enough about the requirement to see the original documents". As a result, McGuire's past went undetected, and eventually he was to carry out a three-year campaign of sexual abuse on eight teenage boys. Middlesbrough Council today pledged that lessons have been learned, and new procedures already put in place, which could go on to be implemented on a national scale. The executive director of children, families and learning, Gill Rollings, said: "We deeply regret that Richard McGuire was able to evade and exploit the very system of checking, which is designed to protect children and young people. "That system should have prevented him from achieving and so seriously abusing a position of trust. "This has been a thorough and impartial review of an extremely complex case. We fully support all the recommendations and have already taken action in relation to many of them." According to the report: "The national CRB apparatus has been set up at great expense. This case shows how easy it can be for a determined and manipulative sexual offender to evade the process unless it is operated with rigour." Back in 2003, the report says recruitment agency PPTG failed to ask for a CRB disclosure when McGuire changed jobs from working as an adult trainer into a more child-focused role. The agency was then responsible for introducing him to Unity City Academy where he provided a range of training activities for young people. HR director at PPDG Ben Birchall said: "This is a distressing and complex case from which we as an organisation have undoubtedly learned lessons. PPDG is highly committed to the safeguarding of all its clients. "PPDG accepts that its CRB process in this instance was not as robust as it might have been - however, we are confident the stringent working practices that exist throughout the company ensured this individual did not have the opportunity for such incidents to occur during his time in our employment." The South Tees Local Safeguarding Children's Board has since written to PPTG requesting that it revises its policies and procedures to specify that CRB checks are always sought, and are carried out by trained administrators who know what they are looking for. Barbara Shaw, who chairs the South Tees LSCB, said: "We believe that there has been significant learning both for local professionals and for local and national agencies in how they work together to safeguard children. "Implementation of the recommendations in this report will strengthen safeguarding and make it even more difficult for offenders to infiltrate existing systems." Recommendations in the report include the designation of a senior council officer to act as the point of contact for advice and guidance on safeguarding for headteachers and school staff.
