The figure was cited by former Labour Attorney General Lord Morris of Aberavon at question time in the Lords. He said inquiries involved 27 police forces as he urged greater co-operation between agencies after the convictions of a sex abuse ring in the Oxford area. Home Office minister Lord Taylor of Holbeach said the problem was a focus for the government. Seven men are awaiting sentencing at the Old Bailey for their roles in the Oxford case which followed trials dealing with similar gangs in Telford, Rochdale and Derby. While those cases involved mainly defendants of British Pakistani origin and white British female victims, a report from the Children's Commissioner for England has stated that abusers "come from all ethnic groups and so do their victims". Raising the spate of recent convictions, Lord Morris said: "Is it collective amnesia that has blinded us to the underlying circumstances, whereby at least 27 police forces are investigating 54 alleged child grooming gangs? "Why has investigating and prosecuting in so many different parts of the country taken so much time? "Is it the fear of racialism, or is it the fact that many of these vulnerable girls come from care homes?" Lord Taylor said there had been a "failure to recognise the reality that many of these young people have experienced". He said: "The government is determined the system should work, the system needs to work, to protect these vulnerable children." He said safeguarding children boards were working in local authorities and police must "lend a positive ear" to complaints from children. "This has been perhaps the point of failure in the system that these allegations have not been listened to or taken seriously by the authorities in the past," he said. Lord Taylor said inquiries into how the Crown Prosecution Service and police handled past investigations were also taking place. "We expect that all agencies learn lessons from the horrendous cases we have seen recently," he said. Lord Taylor said 2,409 children and young people had been confirmed as victims of sexual exploitation by gangs or groups between August 2010 and October 2011. 'We treated them as our guests. OK, so they gave us but we were buying them food and drink. 'They could have anything they wanted. They enjoyed it.' His accomplice Amar Hussain, 22, claimed the girls were 'slags'. But Judge Melbourne Inman QC said the girls had still been children at the time of the offences. He said it was quite obvious they had been frightened of the men, but this had had 'no effect at all' on their attackers' behaviour. 'They were still children and still living with their families,' Judge Inman said. 'In a civilised society, such people should be helped. You all abused them. 'They were extremely vulnerable and you took advantage of that.' The five defendants laughed and smirked as the horrifying details of their offences were described in court yesterday. Rashid - who had already been found guilty of two rapes, an attempted rape, child abduction and an attempted sexual assault - grinned, laughed and made gun gestures in the dock. His supporters in the public gallery hurled abuse at the judge as he passed sentence later. The court heard how Rashid and Hussain drove the girls from their home in Telford in Shropshire to a Birmingham probation hostel on the evening of Saturday November 28 2009. 'Subjected to constant abuse' They took them to an unfamiliar environment so they 'would be disorientated and reliant on them,' prosecutors said. After raping the girls, they 'in effect offered them up to their friends, introducing a string of young men into the house'. Over the following 36 hours, the girls were subjected to almost constant abuse, despite begging their attackers to stop. The 16-year-old was left with bruising all over her face and neck after she was forced to perform a sex act on Hussain. She was then forced to have sex with Rashid and a third man, Adil Saleem, while others watched. The court heard how she held on to a doorframe to try to stop her attacker dragging her into a bedroom, but was pushed inside and the door locked behind her. She was warned that her attackers were in a gang known as the B9 Crew, and that 'when someone pressed charges against them, they went to their mother's house, put a gun to her face and broke her jaw'. The girls eventually ran from the hostel and called the emergency services from a payphone. The trial at Birmingham Crown Court was the latest of several cases in which groups of men have been accused of sexually exploiting vulnerable girls. Hussain was found guilty of child abduction and three rapes and was sentenced to 11 years in prison. Some women's activists had worried that by opening up the law for debate might risk it being watered down or even repealed. Human Rights Watch says many of the protections within the Elimination of Violence Against Women law - which bans forced and underage marriage, beatings and rape - are still not being implemented on the ground. "Four years after the adoption of a law on violence against women and 12 years after Taliban rule, women are still imprisoned for being victims of forced marriage, domestic violence, and rape," Brad Adams, HRW Asia director, was quoted as saying. It said many of those detained for so-called moral crimes had attempted to report rapes to police only to be arrested for adultery, while others fleeing forced marriages or abuse were jailed for running away from home - even though that is not a crime according to the Afghan criminal code. And it said that many of those accused of "moral crimes" were subjected to "virginity tests" with no medical basis which contravened international law. "Coerced 'virginity' examinations are a form of sexual assault," Mr Adams said. "Afghan police, without any scientific basis, are routinely forcing these unspeakable examinations on women and girls." One prisoner, Sorya, told HRW she was forced to marry at 12 and was abused by her husband. After nine years of marriage during which she had three children, he accused her of running away with another man whom she had not even met. HRW said Sorya was serving a sentence of five-and-a-half years in prison. She was pregnant at the time of her arrest, and her baby died in prison three weeks after he was born. 'Tragedy' HRW's Afghanistan researcher, Heather Barr, said the dramatic increase in prosecutions for "moral crimes" could be related to increased confidence among religious conservatives as international troops prepare to leave Afghanistan in 2014. "I think it's possible that as everyone anticipates the departure of foreigners, there is a feeling that in a sense things can go back to normal, and... people will be free to ignore in the future,'' Ms Barr said. Jenny Young has four children aged 25, 23, 19 and 10 and astonishingly, not only have they all been diagnosed with the behavioural disorder, but she too was told she had it in her mid-forties. But it is her youngest child Ryan, 10, who suffers with the most extreme symptoms of the condition as well as severe learning disabilities, subjecting Jenny to daily violent attacks. She said that because she is his mother, and not a pet owner, she must put up with it. Jenny explained that she is the main target of his frustration and that if Ryan, who has the mental age of a two-year-old, were her husband they would have divorced by now. She added that people should not judge her for her comments until they have heard her story. Jenny said that she used the example of putting a dog down because she has a member of the family who went through the traumatic experience of having their dog euthanised after they could not control its violence. 'It was a horrendous traumatic experience for the whole family. They worked really, really, hard and did everything they could possibly do for . 'They spent lots of money and put lots of effort in and ultimately they had the choice to have her put down. 'I don't liken Ryan and the dog exactly but there is a choice. When you have a dog that behaves and might attack you any minute, you have a choice. 'I wouldn't be without Ryan but that when you're the mother of a child like Ryan there is no choice. There isn't a refuge for battered mums - you have to get on with it. Jenny made the startlingly frank comments on ITV's This Morning. Her oldest son was diagnosed with ADHD when he was ten. Before then people excused his behaviour as 'just being a boy'. Jenny said: 'It was a relief because he wasn't just being naughty.' She then went on to recognise the same traits in her other children. Jenny added that her late diagnosis of ADHD has helped her to relate to her children and ultimately to cope with her situation. She said: 'If you've got an ADHD mind it's difficult to understand those who don't have an ADHD mind.' But at times she says it has been very difficult to cope, especially when all four children were little. Her first marriage broke down in the mid-Nineties but in 2002 she remarried. Jenny, who had always wanted to be a mother, said she hadn't expected to have any more children. She added that she knew that Ryan would have problems from very early on: 'You could tell from the scans that there would be something wrong, but we didn't know what. He was developing very slowly and was tiny.' Ryan was delivered by Caesarean section at 38 weeks and weighed just 3lb 11oz when he was born. From then on he developed very slowly, both physically and mentally. Due to the strain that Ryan's problems put on her marital relationship, Jenny's second marriage broke down in 2008 and the couple divorced. Jenny said that she grieved for Ryan when he was diagnosed with ADHD and severe learning difficulties. 'You don't love your child any less but it's a bit like going on holiday and not arriving in the place you expected. It's a lovely place, but not what you expected.' Jenny went on to explain that 99 per cent of the time Ryan is adorable but that for that one per cent of the time he is violent and unpredictable. 'And I think most parents would say same thing. There are two sides to him. The biggest problem is the unpredictability. He can be gorgeous all day and then I can squat down to give him a cuddle and he might bite me or scratch me or knock my glasses off or scratch me or punch me. 'At least every day I get punched in the face.' Jenny said that sounds tend to trigger Ryan's violent outbursts, with modem hand dryers being a main culprit. as well as simply changing activities causing him to become upset. 'Simply changing routine can cause him to become upset but sometimes it can be nothing,' she added. Jenny, who once worked part-time in an office, but has since dedicated herself to working as Ryan's full-time carer, says she thinks about the future and says that Ryan's behaviour could go either way. 'Maybe he will learn to express himself better and maybe it will all get better. The worst fear is that he won't get better and he will be same size as me and do even more damage.' Jenny went on to describe the lack of help provided for parents of children with ADHD and learning difficulties. 'Unfortunately professionals don't always believe you and it can be very difficult to get the level of support needed. 'When you're a mum and you tell them you've tried everything and you're at your wit's end, specialists tend to keep offering other things rather than giving level of support needed.' 'There is help but you have to fight for it and shout loud and even be seen crying. 'Schools and social workers can help but no one will come along and say to you "You look like you're having a difficult time - do you need some help?"' Attention deficit hyperactivity disorder is a group of behavioural symptoms that include inattentiveness, hyperactivity and impulsiveness.'I want to get more help so we don't reach crisis point. More training, more respite and a residential placement later on. And I don't just want this for me. I am not alone. I know so many other mums who are at their wit's end. Luckily we have each other.' ADHD can occur in people of any intellectual ability but many people with ADHD also have learning difficulties. They may also have additional problems such as sleep disorders. Symptoms of ADHD tend to be first noticed at an early age, and may become more noticeable as a child grows up. It is the most common behavioural disorder in the UK. It is estimated the condition affects 2-5% of school-aged children and young people. ADHD can be a lifelong condition, and many children continue to have symptoms as a teenager and adult. Young children are naturally active and easily distracted. However, if these features are excessive for a child's age and general developmental level, and affecting their daily life, they may indicate ADHD. ADHD is normally diagnosed between the ages of three to seven, although in some cases it may not be until much later. It is more commonly diagnosed in boys. The exact cause of ADHD is not known, although research shows that it tends to run in families. Studies have also shown that there may be differences in the way the brain works in people with ADHD. There is no cure for ADHD, but it can be managed with appropriate educational support, advice and support for parents and the individual, and medication if necessary. "They are teenagers in high school experimenting with their sexuality - with mutual consent. And even if their daughter is gay, who cares? She is still their daughter," Ms Hunt Smith said. "These people never came to us as parents, never tried to speak with us ... and tell us they had a problem with the girls dating." The Assistant State Attorney last week offered Ms Hunt a plea bargain, where she could plead guilty to the felony of child abuse and spend two years under house arrest plus one year of probation. She could also be placed on a sex offender register. The case has sparked a huge backlash in the United States since the family went public last week. An online petition started by the family that demand the prosecution be stopped has garnered more than 46,000 signatures. The petition says: "(She is) facing serious felonies - all because she is in love" and many signatories believe it would not have occurred if she wasn't a lesbian. Signer Nathan Johnstone, from Melbourne, Florida, said: "Being gay and in a same-sex relationship, I find this ridiculous and appalling. I highly doubt this would be happening if it were a 'traditional' relationship." Steven R. Hunt, Kate's father, told The Examiner that the relationship had caused controversy at the school from the beginning. Ms Hunt was dropped from her basketball team, he said, because the coach feared it would spark "drama". Weeks before Kaitlyn graduated, her girlfriend's family successfully petitioned the school to have her expelled. The family, who took the issue public last week, is hoping that the controversy will force the State Attorney to improve the plea offer. But the band has retained a large and obsessive following decades after Morrison's death, in 1971. The Doors have sold more than 100 million records and songs such as "Light My Fire" and "Riders On the Storm" are still "classic" rock favorites. For Doors admirers, the band symbolized the darker side of the Los Angeles lifestyle, what happened to the city after the sun went down and the Beach Boys fans headed home. Next to Morrison, Manzarek was the most distinctive-looking band member, his glasses and wavy blond hair making him resemble a young English professor more than a rock star, a contrast to Morrison's Dionysian glamour - his sensuous mouth and long, dark hair. Musically, Manzarek's spidery organ on "Light My Fire" is one of the most instantly recognizable sounds in rock history. But he seemed up to finding the right touch for a wide range of songs - the sleepy, lounge-style keyboards on "Riders On the Storm"; the liquid strains for "The Crystal Ship"; the barrelhouse romps on "Roadhouse Blues." The Doors always considered themselves "more" than a rock band and Manzarek, Densmore and Krieger often managed a flowing rapport that blended rock, blues and jazz behind Morrison's self-consciously poetic lyrics. "There was no keyboard player on the planet more appropriate to support Jim Morrison's words," Densmore said in a statement. "Ray, I felt totally in sync with you musically. It was like we were of one mind, holding down the foundation for Robby and Jim to float on top of. I will miss my musical brother." The Doors were inducted into the Rock and Roll Hall of Fame in 1993. Their records have been reissued frequently and the band was the subject of a 1991 Oliver Stone movie, "The Doors," starring Val Kilmer as Morrison and Kyle MacLachlan as Manzarek, who complained that the film stereotyped Morrison as a hopeless drunk and also omitted calmer, more humorous times. The Doors' fame has hardly faded even though they're one of the few groups not to allow their music to be used for commercials, a source of great tension among surviving members. Manzarek and Krieger reportedly supported licensing the songs, and Densmore has resisted. The group also feuded when Krieger and Manzarek formed a new group, Doors of the 21st Century. Densmore objected, and Krieger and Manzarek performed under various names. Other Doors albums included "The Soft Parade," ''Waiting for the Sun" and their last record with Morrison, "L.A. Woman." Manzarek briefly tried to hold the band together on the albums "Other Voices" and "Full Circle," neither of which had critical or commercial success. He played in other bands over the years, working with X and Iggy Pop among others. He also wrote a memoir, "Light My Fire," and a novel, "The Poet In Exile," in which he imagines receiving messages from a Morrison-like artist who had supposedly died. Born and raised in Chicago, Manzarek studied piano as a child and briefly considered a career in basketball. After graduating from DePauw University, he headed west to study film at UCLA. A few months after graduation, he and Morrison met in 1965 on Venice Beach in California. As Manzarek would often recall, Morrison read him some lyrics - Let's swim to the moon/Let's climb through the tide/Penetrate the evening that the/City sleeps to hide" - that became the start of "Moonlight Drive." "I'd never heard lyrics to a rock song like that before," Manzarek told Billboard in 1967. "We talked a while before we decided to get a group together and make a million dollars." By 1966, they had been joined by Krieger and Densmore and were a sensation live, especially during the theatrical, Oedipal epic, "The End." They were the house band at the famed Whisky a Go Go in Los Angeles before being signed by Elektra Records and releasing a self-titled album in 1967, one of the most talked-about debuts in rock history. "Well, to me, my God, for anybody who was there it means it was a fantastic time," Manzarek told The Republican in Massachusetts during an interview last year. Many of the 600 women jailed in the last year are victims of sexual assault and domestic abuse whose only crime was to run away from their assailants, the group said. It called on the Afghan government to enforce its own Elimination of Violence Against Women (EVAW), and to stop its judges punishing female victims. Although it is not a crime in Afghanistan for women to run away, the group said the country's judges, including members of its Supreme Court, regard women who run away from their homes as criminals. Many of them who flee rapes and other assaults have been charged with seeking sex outside marriage, known as Zina in Afghanistan. Those jailed for Zina include women and girls who have been raped or forced into prostitution, the group said. Earlier this year Human Rights Watch released its report I had to Run Away, which revealed that half of all women and 95 per cent of girls in Afghan jails had been convicted of 'moral crimes' of running away or sex outside marriage. A report by Oxfam found that 87 per cent of Afghan women had suffered sexual and physical abuse and been forced into unwanted marriages. Earlier this year a 22 year old woman, Gulnaz, who was jailed for Zina after she was raped and impregnated by her cousin's husband decided to marry her attacker to spare her daughter the stigma of being born out of wedlock. She had been 'pardoned' for her crime by President Karzai and released following an international outcry. "Four years after the adoption of a law on violence against women and twelve years after Taliban rule, women are still imprisoned for being victims of forced marriage, domestic violence, and rape. The Afghan government needs to get tough on abusers of women, and stop blaming women who are crime victims," said Brad Adams, Asia director of Human Rights Watch. The group called on President Karzai to issue a decree clarifying that 'running away' is not a crime and other crimes, like Zina should not be used to punish runaways. The 2009 Elimination of Violence Against Women law, which was inctroduced by a presidential decree, has yet to be passed by the Afghan parliament which voiced its opposition once again on Saturday. Islamic conservatives in the parliament are opposed to provisions which make it illegal for a father to stop his daughter marrying a man of her choice. They also oppose for women who have fled sexual abuse and violence and claim they are 'immoral' houses of prostitution and casual sex.
