      <description>All this could have been prevented if they just passed a bill making it 
illegal to kill your mother and steal her firearms and take those 
firearms to a school and use them to shoot people, and have it 
retroactively come into effect last year.  Oh wait, all those things are
 already illegal...

Good to see that the senator's main concern is making sure he gets the funding.
They're using  the same anti-gun play book that was used here (Canada) in the late 80's early 90's.
Many gun laws are put in effect only to be taken to the Supreme Court, 
where the laws get shot down buy way of Fifth Amendment Rights. I'm sure
 this will be no different. Giving a U.S. citizen a prison term for 
having a firearm is a violation of F A Rights. I will be watching to see
 how this plays out.

Connecticut gun law: Breakdown of when new rules go into effect
				
				
							HARTFORD - New gun controls in Connecticut may have set off 
discussions by some manufacturers over whether or not to leave the state
 and a myriad of questions from dealers, but for citizens interested in 
buying guns going forward, the best way to approach the new rules is to 
look at when they go into effect.

The revisions, adopted almost three months after lawmakers looked for 
consensus in working groups and their leaders took weeks to negotiate 
the terms, are touted as among the strongest in the nation. Connecticut 
also has begun to address improvements in mental health services and 
school security as part of the comprehensive law.

The bipartisan deal was the state's response to the slaughter of 20 
first-graders and six educators at Sandy Hook Elementary School in 
Newtown Dec. 14 by lone gunman Adam Lanza, who used a Bushmaster AR-15 
semiautomatic rifle to shoot 154 rounds in less than five minutes; the 
victims each were shot between 3 and 11 times.

Both sides were passionate in their positions on gun control, with 
opponents accusing lawmakers of going too far in regulating firearms and
 not far enough in addressing mental health services; proponents 
criticized the failure to ban possession of magazines over 10 rounds. 

Everyone agreed on the necessity of implementing known strategies to 
improve behavorial health and aligning insurance coverage, and some of 
that is part the new law. A continuing review of mental health access is
 ongoing, with a final report not due until the end of the year.

Adoption of the total package, however, with affirmative votes from both
 Republicans and Democrats, is being held up as a model for Washington 
to follow.

EFFECTIVE IMMEDIATELY

ASSAULT WEAPONS BAN: The state's ban on assault weapons, which covered 
66 weapons as adopted in 1993, has been increased by at least 100 more 
that now will meet the expanded definition of the military-style 
firearm, that the industry refers to as sporting rifles.

The sale of AR-15s since the tragedy at Newtown increased dramatically 
due to the anticipated rule changes and the fear that assault weapons 
currently owned would be confiscated.

Legal owners can keep them in their homes and their businesses and they 
can use them at the shooting range, but they can't be transported with 
magazines holding more than 10 rounds. 

Under the changes, no one has to give up their assault weapons purchased
 by April 3, but there are restrictions on where they can be used.

That means citizens who rushed out to continue to clear the shelves at 
firearm dealers of any of the banned firearms on the morning of April 4,
 before Gov. Dannel P. Malloy signed the bill at noon, are in possession
 of a banned weapon which is subject to a class D felony with a 
mandatory one-year minimum prison term.

The exemptions to the ban allow their sale and possession to the 
Department of Corrections, the Department of Emergency Services and 
Public Protection, police departments and state/national military or 
naval forces for use in their official duties.

LARGE CAPACITY MAGAZINE BAN: Magazines holding more than 10 rounds 
cannot be sold, purchased or imported into Connecticut as the state 
joins New York, New Jersey, Maryland, Colorado, California, Hawaii and 
Washington, D.C. in limiting their size and use.

To reach bipartisan agreement among the leaders, the law does not ban 
possession of magazines larger than 10 rounds, but, similar to the 
banned assault weapons, they can only be possessed in a owner's home or 
place of business and at a shooting range. When they are transported to 
and from a shooting range, they cannot be loaded with more than 10 
bullets.

The exemptions are the same as those for the banned assault weapons.

UNIVERSAL BACKGROUND CHECKS: The sale of all firearms, including the 
private sale or transfer of long guns (rifles and shotguns) requires the
 buyer to pass a national criminal background check. Up to now, the 
private sale of long guns was not regulated and 40 percent of firearms 
sales across the country did not require a background check.

The seller of long guns, in addition to the background check, has to 
document the transaction with the state Department of Emergency Services
 and Public Protection which must authorize the sale; the gun cannot be 
loaded when transferred.

AMMUNITION SALES: Sales of ammunition to anyone under the age of 18 are barred.

EFFECTIVE JULY 1, 2013 

 LONG GUN ELIGIBILITY CERTIFICATE : The minimum age for a long gun 
eligibility certificate is 18, whereas the existing law sets a minimum 
age of 21 for a handgun. The eligibility certificate provisions are 
substantially the same as those for handgun eligibility certificates: 
 DESPP issues them ; the  fee is $35  and the certificate is good for five 
years; a background check is needed; applicants are ineligible after 
felony convictions, certain misdemeanors or certain mental health 
history.

MENTAL HEALTH AND ELIGIBILITY FOR GUN CREDENTIALS: Persons confined to a
 psychiatric hospital by a probate court order within the preceding 60 
months are ineligible for a gun permit or eligibility certificate. Under
 current law, it is within 12 months of the order

AMMUNITION CERTIFICATE: Anyone 18 years of age and older can request an 
ammunition certificate, which will require a national criminal history 
check. The  cost is $35  and it is in effect for five years. Applicants 
are ineligible if guilty of any felony, certain misdeamonors or 
involuntary psychiatric confinement. The certificate is not needed for 
those holding a permit to carry a pistol, which covers about 200,000 
individuals in Connecticut, a handgun eligibility certificate or a long 
gun certificate.

RISK REDUCTION EARNED CREDITS AND PAROLE FOR VIOLENT OFFENDERS: The law 
requires inmates convicted of violent crimes to continue to serve 85 
percent of their sentences before being eligible for parole, regardless 
of any credits they receive. As under current law, inmates convicted of 
any crimes except the following can earn credits: murder, capital 
felony, felony murder, arson murder, first-degree aggravated sexual 
assault and home invasion.

BOARD OF FIREARM PERMIT EXAMINERS MEMBERSHIP: The law increases the 
board membership from seven to nine, by adding one retired Superior 
Court judge, appointed by the chief court administrator, and a 
Department of Mental Health and Addiction Services nominee, appointed by
 the governor. The law also allows the board to grant one continuance, 
for good cause, to an official whose action on a gun permit or gun 
eligibility certificate is being appealed.

 APPROPRIATION: The law appropriates $1 million to DESPP to fund the statewide firearms trafficking force.  (Can you say MRAP?)

EFFECTIVE OCT. 1, 2013

MENTAL HEALTH AND GUN PERMITS ELIGIBILITY: The bill makes ineligible any
 person who voluntarily admitted himself or herself to a psychiatric 
hospital, on or after Oct. 1, 2013. A person who has been so admitted 
will not be able to receive a permit or eligibility certificate for 6 
months thereafter, nor will they be eligible to possess any firearm for 
those six months following their release from the hospital.

You are not ineligible if your admission is solely for drug or alcohol treatment.

The Department Mental Health and Addiction Services will be responsible 
for maintaining information on voluntary admissions and make that 
information available to the Department of Emergency Services and Public
 Protection to carry out the new provisions on obtaining gun 
credentials. DMHAS must start to maintain identifying information on 
these individuals as of July 1, 2013. 

ARMOR PIERCING AMMUNITION BANNED: The bill expands the definition of 
what constitutes banned armor piercing bullets beyond .50 caliber, which
 have already been banned.

DOMESTIC VIOLENCE INVESTIGATIONS: The bill allows police to seize 
ammunition, under the same circumstances as they can seize guns, when 
investigating domestic violence crimes.

INCREASED CRIMINAL PENALTIES FOR GUN TRAFFICKING AND OTHER GUN-RELATED 
OFFENSES: Sixteen specific firearm related crimes have increased felony 
penalities and mandatory minimum sentences usually moving from one 
felony category to at lease one higher punishment level.

SAFE STORAGE REQUIREMENTS: Owners must secure firearms if they know that
 a resident on the premises is ineligible to possess firearms under 
state or federal law or poses a risk of imminent personal injury to 
himself, herself or others. The current ban applied to keeping the 
firearms away from anyone who is under age 16. As under current law, a 
gun owner is strictly liable for damages if an ineligible or at-risk 
person gains access to an inappropriately stored weapon and uses it to 
injure himself or someone else.

 GUN PERMIT APPLICATION : The law requires those applying for a gun permit
 to be a permanent resident of the town to which he or she applies, not 
where they have a business. The usual process is two-part, with a local 
official or police chief issuing a temporary state permit with other 
aspects conducted by state police who issue the five-year state permit 
if all requirements are met.

 The new law prohibits anyone from applying for a temporary permit more than once in a 12-month period. 

EFFECTIVE JAN. 1, 2014

DANGEROUS WEAPON OFFENDER REGISTRY: Individuals must register with the 
Department of Emergency Services and Public Protection for a period of 
five years after they have served their sentences for any of more than 
40 weapons offenses or another felony that the court makes a finding 
involved the use or threatened use of a deadly weapon.

They must keep their registration address current at all times and check
 in once a year with local law enforcement. This is the first statewide 
weapon offender registry and was requested by urban mayors and the 
Police Chiefs Association. It will only be available to law enforcement.

 REGISTER LARGE CAPACITY MAGAZINES :  Anyone who lawfully possesses  a 
magazine with more than 10 rounds as of April 3, 2013,  must register  
them with the state by January 1, 2014. Orders of such magazines made 
before April 3, 2013, but delivered after that, still are legal but must
 be registered.

 REGISTER BANNED ASSAULT WEAPONS : Anyone who legally owned a now-banned 
assault weapon by April 3, 2013, must apply for a certificate of 
possession by Jan. 1, 2014.

ADDITIONAL INFO

Michael Lawlor, Malloy's chief liaison on criminal matters, said the 
Department of Emergency Service and Public Protection will need more 
staff and  the governor is committed to funding this . He said the 
regulations and forms necessary for the new registration of assault 
weapons and large-capacity magazines and other requirements should be in
 place by August 1.

A  permit to carry for handguns now takes several months  and that is 
expected to continue. Additional personnel for much of the eligibility 
processing will not need to be state police.

While there was an increase in processing gun sales since the tragedy in
 Newtown, the reduced number of weapons Connecticut residents are now 
allowed to buy will ease that bureaucratic impact.

State Rep. Steve Dargan, D-West Haven, said  his main concern is to make sure that the necessary funding is in place. 

The estimated cost of improving mental health services and school 
security, in addition to the firearms changes, is $18.5 million though 
fiscal 2015, according to the Office of Fiscal Analysis. For the 
tightened of gun restrictions and new permitting the high end estimate 
through early 2015 is $6.395 million. (They said the Canadian gun registry would take about 2 million and be self funded after that... Over 2 billion later..)

The breakdown of costs to the Department of Emergency Services and 
Public Protection is between $200,000 and $300,000 in fiscal 2013; $2. 2
 million to $3.2 million in fiscal 2014; and $695,000 beginning in 
fiscal 2015, related to safety and security audits, enhanced background 
check and permitting requirements, and developing and maintaining a new 
registry of persons convicted of committing a crime with a deadly 
weapon.

The Newtown shootings were the impetus for new gun laws across the 
country and a nationwide discussion, some of which resulted in tighter 
rules in eight states. But 10 states passed more than a dozen laws that 
made them weaker, according to the Law Center to Prevent Gun Violence, a
 reflection of how the issue continues to be one of the most divisive in
 the country.

 President Barack Obama will be at the University of Hartford Monday to continue to lobby for stricter federal gun laws. 

But reinstating an assault weapons ban or limiting magazines is not 
expected to happen on the national level, and there continues to be 
pushback to universal background checks, despite the renewed effort for 
more gun regulations in light of Newtown

(Reuters) - Maryland Governor Martin O'Malley on Thursday signed into 
law one of the United States' toughest gun control measures, even as 
opponents vowed to overturn it.



The legislation prompted by the Newtown, Connecticut, school massacre 
requires handgun buyers to undergo safety training and submit 
fingerprints to obtain a license.



It also bans the sale of 45 types of assault weapons, which have been 
linked to at least 461 U.S. deaths since 2004, according to the 
governor's office.



&quot;We've chosen to take action by advancing the strategies that work to 
save lives,&quot; O'Malley, a Democrat mentioned as a potential presidential 
candidate in 2016, said in a statement.



The new law also reduces magazine capacity from 20 rounds to 10 rounds. 
People who have been involuntarily committed to a mental health facility
 will be banned from gun ownership.



Maryland joins Connecticut and New York in expanding assault weapons 
bans and restricting the capacity of magazines in the aftermath of the 
Newtown elementary school shooting that killed 20 students and six 
adults in December.



Colorado approved similar measures after a gunman killed 12 people and wounded 58 in July 2012 in a movie theater.



The National Rifle Association (NRA), the powerful gun lobby, has 
announced plans to challenge the new state gun control laws, including 
those in Maryland.



Republican State Assembly Delegate Neil Parrott said last month that 
leading opponents of the Maryland bill planned to back an NRA lawsuit, 
rather than petition for a referendum.



Senate President Thomas Miller criticized the NRA. He told a news 
conference in Annapolis that the NRA &quot;is going to look for a 
conservative, right-wing-leaning judge, rather than going to the people 
of the state of Maryland ... because they know that if this bill went to
 the people, it would pass overwhelmingly.&quot;



A Washington Post poll in February showed that Maryland residents 
supported O'Malley's licensing plan. Eighty-five percent backed it, and 
73 percent said they did so &quot;strongly.&quot;



A Maryland woman, Sue Payne, has also launched a campaign to petition 
the bill to a referendum, filing paperwork with the board of elections 
last month.



Other features of the bill include mandatory reporting of lost or stolen

&quot;We don't know where all of that money went, but what we do know is deeply troubling,&quot; Schneiderman said. &quot;We know that some members of this group have ties to very dangerous people, we know they were arrested with weapons, we know that they made tens of millions of dollars but so far we have found only a fraction of that.&quot;

Investigators are still tracking where much of the money ended up, but they noted similar rings in the past have funneled money to Hamas, the Islamist government in Gaza, and Hezbollah, the militant Shi'ite group based in Lebanon, both of which are considered to be terrorist organizations by the United States.


 


The traffickers had alleged links to known terrorists, including Omar Abdel-Rahman, the blind cleric serving a life sentence for a conspiracy to blow up New York City landmarks. That combination has raised concerns about where the money went.

&quot;We know they made tens of millions of dollars but so far we've only found a fraction of that,&quot; state Attorney General Eric T. Schneiderman said while announcing enterprise corruption and other charges against 16 people, all Palestinian MUSLIM  immigrants.


 


In a 224-count indictment, the men are charged with enterprise corruption, money laundering and other tax crimes, for which each defendant faces up to 25 years in prison if convicted. In addition to costing New York State and New York City an estimated $80 million in lost sales tax revenue, the ring generated at least $10 million in profit, Schneiderman and Kelly said.

Authorities said the ring was headed by two brothers, Basel Ramadan, 42, and Samir Ramadan, 40, both of Ocean City, Maryland, who ran a couple of local Subway restaurant franchises. Investigators said they found $1.4 million stashed in Basel Ramadan's home, some of it stuffed in black plastic trash bags, and three handguns following his arrest on Thursday.</description>

The advanced aircraft has launched into growing concerns over the legality of escalating drone surveillance and lethal strikes.




Called the  X-47B , the bat-winged robotic combat drone is considered particularly valuable because it's the first that is designed specifically to take off and land on an aircraft carrier, allowing it to be used around the world without needing the permission of other countries to serve as a home base.




&quot;I can confirm it was successfully launched at 11.18am (1518 GMT),&quot; Navy Lieutenant Katie Cerezo told media.




The aircraft carried out several low approaches to the carrier before landing in Maryland at the US naval air station at Patuxent River after a 65-minute flight, the Navy said.


The test flight marked the first catapult launch of a robotic, unmanned plane from a carrier at sea, and Navy officers called it a &quot;milestone&quot;.




&quot;This historic event challenges the paradigm of manned carrier landings that were first conducted more than 90 years ago,&quot; Rear Admiral Mat Winter, who oversees unmanned aviation for the Navy, wrote on the service's website.




The experimental aircraft, which looks like a smaller version of the B-2 stealth bomber, is supposed to clear the way for a new line of drones that would carry out bombing raids from a carrier.

 

There has been increasing pushback against the use of drones from some nations that say the strikes cause widespread civilian deaths and operate with only limited oversight, eroding the US image overseas. Navy officials say the drone will provide around-the-clock intelligence, surveillance and targeting capabilities.




The X-47B took off successfully and made two low approaches to the ship before heading back toward land.




The test aircraft isn't intended for operational use; instead, the military is using the information it gathers during these demonstrations to develop the drone program. The Navy already operates two other unmanned aircraft, the small, low cost  ScanEagle , which does not carry weapons, and the armed  Fire Scout  which is built more like a helicopter.




Both the military and the CIA use armed  Predator  and  Reaper  drones in surveillance and strike operations around the world. The military uses them routinely in Afghanistan and other warzones, while the CIA has conducted frequent strikes in the border region of Pakistan - most often secret operations that trigger sharp criticism from the government there.




The X-47B can reach an altitude of more than 40,000 feet (12,000m), has a range of more than 2100 nautical miles (3400km) and can reach high subsonic speeds, according to the Navy. It is also fully autonomous in flight. It relies on computer programs to tell it where it to go unless a mission operator needs to step in. That differs from other drones used by the military, which are more often piloted from remote locations.




Some critics have said the military's use of drones, furthered by Tuesday's tests, create concerns over the development of systems that could become weaponized and have less and less human control over launching attacks.




 Human Rights Watch  has called for a pre-emptive prohibition of the development and use of any unmanned systems that carry weapons and are fully autonomous.




While current models, like the X-47B, retain some level of supervision over decisions whether to use lethal force, the group predicts that fully autonomous weapons could be developed within decades that select and engage targets with no human intervention.




Tuesday's tests show the trend toward greater autonomy &quot;is not one that is going to be stopped,&quot; said Steve Goose, director of the arms division at Human Rights Watch.




&quot;For us, the question is where do you draw line?&quot; Goose said. &quot;We're saying you need to draw the line when you have a fully autonomous system that is weaponized. We're saying you must have meaningful human control over key battlefield decisions of who lives and who dies. That should not be left up to the weapons system itself.&quot;




 The Department of Defense issued a directive last year that said it would not pursue fully autonomous weapons, at least for the next few years . The US is the only country with such a directive, Goose said.




Before the planes can become commonplace, however, the military has to prove they can operate in the harsh conditions aboard an aircraft carrier at sea. The aircraft used a steam catapult to launch, just like a traditional Navy warplane does.




&quot;These are exciting times for the Navy as we are truly doing something that has never been done before - something I never imagined could be done during my 29-year naval career,&quot; Rear Adm. Mat Winter, the Navy's program executive officer for unmanned aviation and strike weapons, wrote in a Monday blog post.




While the tailless plane won't land on the aircraft carrier on Tuesday, the Navy plans to conduct those tests soon. Landing on a moving aircraft carrier is considered one of the most difficult challenges Navy pilots face. Following the test launch, the plane will make a series of approaches toward the aircraft carrier before landing at Naval Air Station Patuxent River in Maryland.




Earlier this month, the Navy successfully conducted a landing at that air station where the X-47B used a tailhook on the aircraft to catch a cable and suddenly stop, just as planes landing on carriers have to do.




In the 2014 fiscal year, the Navy plans to demonstrate that the X-47B can be refueled in flight. The program cost is $1.4 billion over eight years. Northrop Grumman was awarded the primary contract in 2007.</description>

Two Democrats in Indiana have been found guilty of submitting unauthorized names on the petition that placed then-Sen. Barack Obama on the 2008 presidential election primary ballot, meaning he likely did not qualify.

Fox News reports the jury in South Bend found guilty on all counts former longtime St. Joseph County Democratic Party chairman Butch Morgan Jr. and former county Board of Elections worker Dustin Blythe.

The two faced accusations of petition fraud and forgery, as well as falsely making a petition.

The verdicts raise anew questions about election fraud by Democrats, a subject that was analyzed after the 2012 election.

The report found vote fraud occurred in the 2012 presidential election and cumulatively was likely enough to decide the outcome.

&quot;In reality, although no single instance or aspect of vote fraud was likely enough to tip the election for Obama, the aggregate of their   corrupt activities - including illegal campaign donations, taking advantage of states without voter ID requirements, military ballots delivered too late ... may well have been,&quot; the analysis said.

Fox News reported that two former Indiana elections board officials who pleaded guilty said Morgan told Democrat officials and workers to fake the names and signatures that Obama and Hillary Clinton needed to qualify for the presidential race.

Prosecutor Stan Levco told Fox, &quot;I think this helped uphold the integrity of the electoral system. Their verdict of guilt is not a verdict against Democrats, but for honest and fair elections.&quot;

Affidavits citing the testimony of former Board of Registration worker Lucas Burkett said the scheme was created in January 2008. Burkett reportedly was aboard the plan at first but later dropped out. Fox News reported he waited three years to reveal the scheme.

Fox News notes that if revelations about any forgeries were raised during the election, the petitions could have been challenged at that time.

A candidate who did not qualify with enough legitimate signatures at the time could have been removed from the ballot.

State law in Indiana requires candidates to have 500 signatures from each of the nine congressional districts to qualify. But in St. Joseph County, Obama qualified with only 534.

Prosecutors alleged that nine of the Obama petition pages apparently were forged, and each contained up to 10 names, bringing doubt on up to 90 names.

&quot;If faked,   could have brought the Obama total below the legal limit required to qualify,&quot; Fox News reported.

Fox reported it was told by &quot;numerous voters&quot; they did not sign their names, nor did they authorize their names to be used.

&quot;That's not my signature,&quot; said Charity Rorie, a mother of four. &quot;It's scary, it's shocking. It definitely is illegal.&quot;

Added Robert Hunter Jr., &quot;I did not sign for Barack Obama.&quot;

WND's extensive report on fraud in the 2012 race looked at claims that Obama, in some districts, got 100 percent of the vote, questions about absentee ballots and efforts by Democrats to prevent poll watchers from observing the election.

Some of the issues that were uncovered:
o Seventy-five GOP vote inspectors were ordered to leave Philadelphia poll locations by Democrat poll judges. One judge was caught on audio. A court order sent them back but it's unknown what happened when they were gone. These poll locations were all within the 59 precincts where Romney received no votes.

o In Philadelphia, the Community Voters Project, an ACORN clone that employs some former ACORN workers, shredded Republican voter registrations. It's not the first time they have been in trouble.

o The Florida AFL-CIO threatened True the Vote and Tampa Fair Vote with legal action for submitting voter registration challenges.

o Maryland Representative Elijah Cummings issued a highly publicized threat against True the Vote and Election Integrity Maryland just for checking voter rolls. EIM found 11,000 questionable registrations, including 1,566 dead voters. The Maryland Board of Elections took no action.

o Cummings also attacked the Ohio Voter Integrity Project with the same baseless claims.

o Think Progress falsely claimed True the Vote was &quot;under investigation&quot; by Rep. Cummings, when in fact he has no legal authority to do so.

o Despite overwhelming nonpartisan public support for voter ID laws, Attorney General Eric Holder's Justice Department and liberal jurists have delayed, emasculated or defeated ID laws in Texas, Wisconsin, South Carolina, Arizona and Pennsylvania.

o Holder has vowed to fight voter ID laws as restricting voters' rights.

o The Obama administration &quot;spiked investigations&quot; of eight states that had major voter roll problems.

o The Holder Justice Department conspired with Project Vote on National Voter Registration Act (aka Motor Voter) enforcement lawsuits, which force state and local agencies to become, essentially, low income voter registration drives.

o In 2009 DOJ announced to its attorneys that it would not enforce voter roll maintenance laws because it wouldn't increase voter turnout.

The report also found the election rolls nationwide in shambles. Pew Research Center published a report revealing election rolls in a shambles nationwide. It found:
o 24 million invalid or inaccurate voter registrations

o 1.8 million deceased voters

o 2.75 million registered in multiple states.

The WND report also focused on the mechanics of the election: voting machines.

There were a number of complaints about electronic voting machines that tallied votes for Democrats despite a Republican vote and a few instances of the opposite case.
o Voters in Pueblo County, Colo., complained that their votes were being changed to Obama, reported local NBC affiliate KOAA.

o Maryland congressional candidate and veteran investigative journalist Ken Timmerman reported many voters claiming this happened to them, lodging complaints with vote judges. Timmerman has requested to see voting machine records.

o Maryland Delegate Kathy Afzali and Carroll County Commissioner Richard Rothschild have requested the FBI impound two electronic voting machines suspected of switching votes based on complaints from other voters, including a state official.

o Robert Ashcroft, a Republican poll watcher in Allentown, Pa., reported that about 5 to 10 percent of electronic votes would &quot;change the selection back to default - to Obama.&quot;

o EVM problems were also reported to have occurred in Ohio, Nevada, North Carolina and Texas.

o A 2008 Fox News report showed how electronic voting machines can be infected with a computer virus to change votes. A Princeton University study in 2006 found the same thing.

And the fraud didn't go unnoticed. A few of the higher-profile cases:
o Patrick Moran, son of longtime U.S. Rep. Jim Moran, was caught on video by James O'Keefe's Veritas Project, telling an undercover journalist how to commit vote fraud.

o Other Veritas videos showed Obama campaign officials in Texas, New Jersey and New York providing multiple forms to journalists posing as voters so that they could vote in two or more states.

o On Election Day, Veritas reporters recorded poll officials on camera telling voters not to vote for Romney.

o The Obama campaign continues to accept illegal donations from other countries. WND's Aaron Klein proved it by donating to the Obama campaign twice under the name &quot;Osama bin Laden&quot; using a Pakistani web address.

o WND has filed a complaint with the FEC demanding an investigation of overseas donations to the Obama campaign.

o In 2008, the Obama campaign accepted almost $30,000 from Palestinian donors.

o A Korean interpreter in Flushing, N.Y., directed Korean voters to vote Democrat. He was expelled from the poll.

o Two cases of forged votes were reported in Poughkeepsie, N.Y., by Republicans who discovered their votes had already been made.

o Non-citizens were charged with voting illegally in Austin, Minn.

o Cases of double voting in Ohio are being investigated.

o Non-citizen allegedly voted in Iowa

o Double voting is being investigated in North Carolina

o NBC reported dead voters voting in California

o Mentally disabled were coaxed to vote for Obama in North Carolina

o Widespread absentee vote fraud is being investigated in South Texas

o A non-English-speaking, under-18 youth reported he was &quot;told he can vote.&quot;

o Many other cases

      <description>More than a dozen Maryland state prison guards helped a dangerous national gang operate a drug-trafficking and money-laundering scheme from behind bars that involved cash payments, sex and access to fancy cars, federal prosecutors said Tuesday.

Thirteen female corrections officers essentially handed over control of a Baltimore jail to gang leaders, prosecutors said. The officers were charged Tuesday in a federal racketeering indictment.


Sex, drugs and prisoners were all involved in this recent FBI sting. The Washington Post's Ann Marimow explains what was happening behind the prison walls.

The indictment described a jailhouse seemingly out of control. Four corrections officers became pregnant by one inmate. Two of them got tattoos of the inmate's first name, Tavon - one on her neck, the other on a wrist.

The guards allegedly helped leaders of the Black Guerilla Family run their criminal enterprise in jail by smuggling cellphones, prescription pills and other contraband in their underwear, shoes and hair. One gang leader allegedly used proceeds to buy luxury cars, including a Mercedes-Benz and a BMW, which he allowed some of the officers to drive.

&quot;The inmates literally took over 'the asylum,' and the detention centers became safe havens for BGF,&quot; said FBI Special Agent in Charge Stephen E. Vogt, using shorthand for the prison gang's name.

The indictment, unsealed Tuesday in U.S. District Court in Baltimore, puts the spotlight on the enduring power of gangs in jails and prisons. In particular, prosecutors were highly critical of Maryland's facilities in Baltimore, with procedures and personnel that were &quot;completely inadequate to prevent smuggling&quot; and lacked &quot;effective punishment.&quot;

The Black Guerilla Family was founded in California in the 1960s but now operates nationwide in prisons and on the streets of major U.S. cities, including Baltimore. It arrived in Maryland's prison system in the 1990s, according to the Justice Department, and is increasingly involved in narcotics trafficking, robbery, assault and homicides. By 2006, federal authorities say, the BGF had become the dominant gang at the Baltimore City Detention Center.

Gary D. Maynard, head of the Maryland agency that oversees the prisons, appeared at the Baltimore news conference where prosecutors announced the charges, and took responsibility for ongoing problems.

&quot;It's totally on me. I don't make any excuses,&quot; said Maynard, who was appointed by Gov. Martin O'Malley in 2007, when the prison system was experiencing a spate of inmate violence and corrections officers' complaints of staffing shortages. &quot;We will move up the chain of command, and people will be held accountable.&quot; A spokesman said late Tuesday that all of the officers have been suspended without pay and that the department will recommend that they be fired.

In a statement Tuesday, O'Malley said the indictment arose in part from the efforts of a Maryland prison task force that includes state and federal officials.

It comes at a sensitive time for the Democrat, who is weighing a 2016 presidential bid. Aides have said that part of O'Malley's political pitch would be his record as a &quot;performance-driven&quot; manager of state government. &quot;We have zero tolerance for corruption among correctional officers, and we will continue striving to make all correctional facilities as secure as they can possibly be,&quot; the governor said.


State Sen. Joseph M. Getty (R-Carroll), a member of the Judicial Proceedings Committee, said the revelations, coupled with a recent string of inmate killings at Maryland prisons, were &quot;a pretty harsh indictment&quot; of O'Malley's prison policies.

&quot;This is frightening to us as legislators - the level of collusion that has existed between the correction officers and inmates,&quot; Getty said.

At the center of the investigation was an alleged leader of the Black Guerilla Family, Tavon White, who prosecutors said fathered five children with four of the corrections officers - Jennifer Owens, 31, of Randallstown; Katera Stevenson, 24, of Baltimore; Chania Brooks, 27, of Baltimore; and Tiffany Linder, 27, of Baltimore - since his incarceration on attempted murder charges in 2009.

In one wiretapped cellphone call in January, White, 36, of Baltimore, told an acquaintance: &quot;This is my jail. You understand that? I'm dead serious. I make every final call in this jail.&quot;

The prison guards were among 25 defendants, including inmates and outside suppliers, charged with racketeering and drug conspiracy. Twenty of the defendants are also charged in a money-laundering conspiracy. Defendants made initial appearances in court Tuesday; they face maximum prison time of 20 years on the racketeering and drug conspiracy charges. The online court docket did not list attorneys for the defendants. One of the defendants was killed in a robbery, prosecutors said, in the hours before the April 2 indictment was filed.

Four years ago, federal authorities in Baltimore targeted the BGF gang at the state prison in Baltimore, sending its reputed leader to prison for 12 years. In that case, prosecutors alleged that gang members, along with four prison guards who were also implicated, ordered hits from their cellphones and enjoyed salmon and Grey Goose vodka that had been smuggled in.

But the scope of corruption in the current case, Maryland U.S. Attorney Rod J. Rosenstein said, was stunning.

&quot;Correctional officers were in bed with BGF inmates,&quot; he said. &quot;We need to be able to rely on people within law enforcement - to make sure they are on our side.&quot;

Court papers that were made public Tuesday point to a highly organized, profitable smuggling enterprise within the Baltimore City Detention Center and several connected facilities, including the Baltimore Central Booking and Intake Center.

According to an affidavit for search warrants for the homes of the prison guards, who were arrested Tuesday, gang leaders strategically recruited female officers who they thought had &quot;low self-esteem and insecurities.&quot;

Gang leaders also relied on other inmates, known as &quot;working men,&quot; whose jobs throughout the prison gave them greater flexibility to pick up and deliver contraband. Inmates then paid for the drugs and cellphones using 14-digit numbers from prepaid debit cards that had also been smuggled into the prisons.

Within Maryland's detention facilities, staff workers are generally free to move within their assigned areas, according to department spokesman Rick Binetti. With identification, they can often move freely outside of their assigned locations.

In one instance, prosecutors described Officer Jasmin Jones allegedly standing guard outside a closet while Officer Kimberly Dennis had sex with inmate Derius Duncan.

Maynard said department policy prohibits such relationships between inmates and correctional officers but added that he was unaware of the specific allegations until the court documents were made public Tuesday.

Corrections officers also allegedly warned inmates about impending searches of cells, according to prosecutors. In January, White spread the word to other inmates in a cellphone call recorded by law enforcement: &quot;I just got a message saying that they was going to pull a shakedown tonight. Let me call all these dudes in my phone and let them know.&quot;

In prison, prosecutors said, White bragged about earning $16,000 during a slow month. Percocet pills that cost $10 outside the prison walls, for instance, went for three times as much behind bars. One-gram bags of marijuana sold for $50, a profit of about $1,000 per ounce, according to court documents.

White is also accused of using the money to buy cars for corrections officers to use.

Sen. Lisa A. Gladden (D-Baltimore), who works as a public defender in Baltimore when the legislature is not in session, said the large percentage of female corrections at the detention center contributed to the problem. &quot;A lot of times, they become smitten with the inmates.   talk really sweet and say really nice things, and the CO's fall for them. You need to have a bunch of rough, ugly men.&quot;

But Maynard, the state prison chief, said that the sex of the officers was not the issue. It is not uncommon, he said, for detention centers across the country to employ women. The issue, he said, was this particular group of &quot;bad actors,&quot; who were strategically targeted and were willing to break the law.
