The IRS audits and NSA surveillance flow into the same national anxieties.
 OPINION  June 12, 2013, 6:55 p.m. ET  Here is  Barack Obama  commenting last Friday on the National Security Agency's antiterrorist surveillance programs: &quot;We've got congressional oversight and judicial oversight. And if people can't trust not only the executive branch but also don't trust Congress and don't trust federal judges to make sure that we're abiding by the Constitution, due process and rule of law, then we're going to have some problems here.&quot;

Uh-huh.

Herewith a partial list of political groups that said they were subjected to over-the-top audits by the Internal Revenue Service:

Greenwich Tea Party Patriots, Greater Phoenix Tea PartyPatriots, Laurens County Tea Party, Northeast Tarrant Tea Party, Myrtle Beach Tea Party, Albuquerque Tea Party, San Antonio Tea Party, Richmond Tea Party, Manassas Tea Party, Honolulu Tea Party, Waco Tea Party, Chattanooga Tea Party and American Patriots Against Government Excess.

What that target list shows is there was never one &quot;tea party.&quot; It was collections of citizens spontaneously gathering all over the country under one easy-to-remember name. Their purpose was to do politics. For that, their government hit them hard.

In January the pollsters at the Pew Research Center reported that for the first time a majority of Americans-53%-now agree that &quot;the federal government threatens your own personal rights and freedoms.&quot;

This is far beyond concerns about the size of government. A majority of people now see the government of Madison, Jefferson and Franklin as a direct, personal threat.

So yes, we have &quot;some problems&quot; here.

People ask whether the IRS scandal will damage the president. Who knows? It depends on who talks to avoid prison. The IRS audits matter because they are a destructive event that happened at a particularly unsettled moment in the country's political and social life.

Cynics say presidents have always sicced the IRS on opponents. Perhaps. But those were simpler times. The IRS audit scandal and the NSA's metadata surveillance may be apples and oranges, but for many the distinctions aren't so obvious. We live today inside a constant torrent of big government and big data. No one should be surprised if a political backlash, however inarticulate, forms against both for inconsistent reasons.

Consider what people are asked to absorb in the news flow now-some of it political, some not. Beyond the IRS audits and NSA surveillance we have a Department of Justice penetrating press activity protected by the First Amendment, stories about Iran's hackers accessing the control-room software of U.S. energy firms, China hacking into everything, reports last month of cyberthieves siphoning millions of dollars from ATMs, rivers of email spam that fill inboxes alongside constant warnings to protect yourself against phishing and malware by storing industrial-strength passwords on encrypted flash drives, stories in this newspaper about social-media apps that exist mainly to collect your personal data for sale to advertisers.

Books have been written about governments using Web technology to censor and control their populations. What's good and evil, helpful and menacing, comes at us with equal force from the same technologies. &quot;Dual-use&quot; was formerly a phrase used mostly in the military. We're all living in a dual-use world now.

Electronic sophisticates say it's all good. Sun Microsystems' former CEO Scott McNealy famously said: &quot;You have zero privacy. Get over it.&quot; That's what he thinks. This is a sum-of-all-fears environment tailor-made for eventually producing a public backlash. It's already in the water, with Sen. Rand Paul offering a Fourth Amendment Restoration Act, which he says would stop the NSA's data-mining program. That would be the one protecting us all from homicidal Islamist bombers.

Scott McNealy was almost right. Unavoidably, the citizens of the U.S. or any free society will have to reach an accommodation-a modus vivendi-with complex systems created by experts with abstruse knowledge. But if so, those citizens need to be free to talk about the terms of their accommodations. In short, they need to be free to do politics.

Effective antiterrorism programs such as metadata surveillance or for that matter efforts to produce progress through genetic manipulation may seem self-evidently good to their proponents. But these technologies are inevitably controversial and will only survive if they gain public support. Today that means exposing them to politics.

The goal of the IRS audits was to suppress politics, to shut up those &quot;conservative&quot; tea-party groups to increase the odds that Mr. Obama's side would win. One doubts that Mr. Obama's supporters were distressed about it. But this week they're stressed about &quot;an alarming age of surveillance.&quot;

Whatever inchoate anxieties predated this presidency are now worse: a politics rife with suspicion and retribution, and most of the people believing the government, for starters, threatens their freedom.

One may hope Mr. Obama has sufficient political skill to protect the antiterrorism structures he inherited. It will be the job of the next president to prevent the public's sense of personal political threat from heading toward 60% and beyond.

      <description>A German World War II bomber has been raised from the bottom of the English Channel.The Dornier 17 aircraft was shot down off the Kent coast more than 70 years 
ago during the Battle of Britain.Believed to be the only intact example of its kind in the world, it has laid in 50ft (15m) of water on the Goodwin Sands.Attempts by the RAF Museum to salvage the relic have been hit by strong winds over the last few weeks.
The BBC's Nick Higham on board the salvage barge said the weather conditions 
for the hour-long operation were &quot;near perfect&quot; on Monday evening.Originally designed as a fast reconnaissance aircraft, slim and manoeuvrable, 
the Dornier had been converted by the Luftwaffe in the mid-1930s into a medium 
bomber.The aircraft was a mainstay of the German bomber fleets 
during the Battle of Britain in 1940. The wreck is believed to be aircraft 
call-sign 5K-AR, shot down on 26 August that year at the height of the 
battle.The salvage plan was three years in the making and involved divers attaching 
lifting equipment to what are believed to be the strongest parts of the 
Dornier's frame and raising it whole, in a single lift.The original plan to build an aluminium frame or cradle around the fragile 
wreck was abandoned after it became clear it would take too long and send the 
lb600,000 project way over budget.A two-year restoration will now take place at the RAF Museum's site in 
Cosford, Shropshire.
Experts plan to spray the wings and fuselage with water and a combination of 
citric acid and sodium hydroxide in an attempt to halt corrosion.It will eventually go on display at the RAF Museum in Hendon, north

      <description>MOSCOW, June 6 (RIA Novosti) - Russia is committed to ensuring conditions for its permanent naval presence in the Mediterranean, where it has legitimate national security interests, President Vladimir Putin said on Thursday.

&quot;It is a strategically important region. We have interests there, related to ensuring Russia's national security,&quot; he said during a visit to the Central Command Post of the Russian Armed Forces.

&quot;Restoration of Russia's naval presence in the Mediterranean is not 'saber rattling.' We have done a good deal together with our partners, including our NATO partners, in tackling the threat posed by criminal groups, including in tackling piracy,&quot; Putin said.

Russia's Mediterranean task force, which formally began work on Saturday, currently comprises 16 surface warships and three helicopters, First Deputy Defense Minister Valery Gerasimov said, adding that its configuration may change depending on the situation and mission.

It is under the control of the Black Sea Fleet commander, with command headquarters deployed on the Admiral Panteleyev destroyer, Gerasimov said.

The Mediterranean task force will ensure missile defense and fight drug trafficking, piracy and terror, the Russian Defense Ministry said in a press release.

Its mission will also include antisubmarine defense, search and rescue operations at sea and humanitarian functions, the ministry said.

 

As of late May, the task force included the Severomorsk anti-submarine destroyer, the Yaroslav Mudry frigate, the Altai and SB-921 salvage/rescue tugs and the Lena tanker from the Northern and Baltic Fleets, as well as the Ropucha-II class landing ships Nikolai Filchenkov and Azov from the Black Sea Fleet, the Admiral Panteleyev, and the Peresvet and Admiral Nevelsky amphibious warfare ships. The task force may be enlarged to include nuclear submarines, Navy Commander Admiral Viktor Chirkov said in May.

The Defense Ministry said in April that Russia had begun setting up a naval task force in the Mediterranean, sending several warships from the Pacific Fleet to the region. Russian Defense Minister Sergei Shoigu said in March a permanent naval task force in the Mediterranean was needed to defend Russia's interests in the region.

The Soviet Union maintained its 5th Mediterranean Squadron from 1967 until 1992. It was formed to counter the US Navy's 6th Fleet during the Cold War, and consisted of 30-50 warships and auxiliary vessels.</description>

The United States has a history of often picking sides in Middle East conflicts to its own detriment.

In the 1980s, former Secretary of Defense Donald Rumsfeld met with Saddam Hussein to establish a relationship that helped the dictator gain access to American arms during Iraq's war with Iran. In the 1990s, the U.S. would drive former ally Hussein from Kuwait and impose a decade of sanctions that were devastating for Iraqis, but had little effect on the dictator. In 2003, we went to Iraq, overthrew Hussein, and became part of nation-building effort from which we only recently saw most of our soldiers return home.

Arguably one of the greatest beneficiaries of the Iraq war was Iran, which now enjoys more power and influence with the elimination of its historic enemy. President George H.W. Bush did not pursue Hussein directly during Operation Desert Storm precisely because he feared the destabilizing effects it might have on the region, or as his Secretary of Defense Dick Cheney explained in 1994, &quot;Once you got to Iraq and took it over, took down Saddam Hussein's government, then what are you going to put in its place?&quot; Today, Iraq is unstable and its future uncertain.

Moammar Gadhafi eventually accepted responsibility in the 1988 bombing of an airplane over Lockerbie, Scotland, that killed hundreds of people, including American schoolchildren.

President Reagan called Gadhafi the &quot;mad dog of the Middle East.&quot;

Fast forward to 2008, when Secretary of State Condoleezza Rice traveled to Libya to meet with Gadhafi to offer American support.

In 2009, members of the U.S. Senate -- Republicans Lindsey Graham and John McCain and an independent, Joe Lieberman -- would travel to Libya to meet with Gadhafi to offer further aid. Sen. McCain said: &quot;We discussed the possibility of moving ahead with the provision of nonlethal defense equipment to the government of Libya.&quot; President Obama would eventually meet with Gadhafi to reconfirm the same relationship established during the Bush administration.

By 2011, President Obama was arming Libyan rebels and ordering airstrikes to overthrow Gadhafi. Some of the president's most vocal supporters were the same Republicans who traveled to Libya two years before to help Libya's strongman acquire military equipment. Sen. McCain said of the Libyan rebels: &quot;I have met with these brave fighters, and they are not al Qaeda. ... To the contrary: They are Libyan patriots who want to liberate their nation. We should help them do it.&quot;

We did help them, something I opposed on the Senate floor as an unconstitutional overreach by the executive branch. We now have reason to believe that the Libyan rebels did contain elements of al Qaeda and other Islamic extremists.

Now we see the same enthusiasm for another U.S. intervention, this time in Syria. The Syria Transition Support Act approved last week by the Senate Foreign Relations Committee, of which I am a member, has the potential to create more problems for the United States than it would solve. It is unclear what national security interests we have in the civil war in Syria. It is very clear that any attempt to aid the Syrian rebels would be complicated and dangerous, precisely because we don't know who these people are.

The situation in Syria is certainly dire. At least 70,000 people have died, and al Qaeda is making confirmed inroads into the country. No one wants to see Syria become a bastion of extremism. But like other American interventions in the past, U.S. involvement could actually help the extremists.

There is also the quandary of nearly 2 million Christians who are uncertain of what to do. The Christian community in Syria has traditionally sided with, and been protected by, Bashar al-Assad's regime. It is troubling to think that American arms may be given to Islamic fighters who may in turn be firing them at Christians.

This month, it was reported that the al Qaeda-linked Nusra Front in Syria executed 11 men who were part of al-Assad's forces. Syrian dictator Bashar al-Assad is no friend to the U.S. -- but neither is al Qaeda. To aid members of al Qaeda in any way, directly or indirectly, is an insult to our brave men and women who've been fighting these terrorists since 9/11.

Perhaps the most dangerous aspect of this &quot;transition support act&quot; is that it would commit the United States to a leadership position in the restoration of Syria, and is very vague about what that looks like.
The language of &quot;capacity building&quot; contained in this act is an open-ended term that if logically followed, could eventually mean U.S. troops on the ground in Syria.

We &quot;capacity built&quot; in both Iraq and Afghanistan. Those who insist this language could never mean U.S. boots on the ground in Syria belong to the same Washington clique eager to support Hussein, Ghadafi and later, the Libyan rebels. Washington is not exempt from the law of unintended consequences.

Empowering Islamic extremists to achieve questionable short-term goals does not serve America's long-term security or interests. Nor does it serve the interests of nearly 2 million Christians in Syria who fear they could suffer the same fate as Iraqi Christians who were abused and expelled from that country as radical Islamic forces gained influence and power.

These Christians are natural allies of the United States, and if we're going to seriously discuss any American interests in Syria, the welfare of these Christians is more important than arming Islamic extremists.

History's primary lesson is that we must learn from the past. Although there are some well-intentioned reasons for wanting to intervene in Syria, there are far more well-documented reasons not to.</description>

All of our electronic resources form people who want to join the Corps. Most of theem are from Russian Federation, but also Belarus and Moldova even &quot;- says Razumovsky. As for his fellow countrymen from the Ukraine, they are, he admits, &quot;responding with difficultty.&quot;

The authorities of the Republic, says intelligence veteran, did not respond to the initiative.

When they plan to complete the formation of the corps, the agency did not specify.

The video message on the establishment of volunteer corps Razumovsky published in mid-May. He addressed his appeal to &quot;all veterans of military services of the Soviet Union, all Russian and Ukrainian officers, residing in the country of Ukraine.&quot; Complaining of poor living conditions of officers (namely the lack of housing), a veteran intelligence official said that &quot;this government officers do not need&quot; and that in this situation they can offer their skills leadership of another country - namely to help Syrian President Bashar Assad in the restoration of constitutional order.

According Razumovsky, the Syrian government in return can provide volunteers the citizenship, to provide insurance to their (volunteers) to the families and to help with the purchase of property (after the end of the war).

Author also officially announced his intention to appeal to the government of Syria, as well as the commander of the Russian Black Sea Fleet to assist in sending volunteers.

In Syria, for already several years civil war continues. Bashar al-Assad's government forces confront insurgents of the Free Syrian Army and other armed groups. The victims of the conflict in 2011, were tens of thousands of people. &quot;

      <description>Meet 98 year old Dobri Dobrev, a man who lost his hearing in the second world war. Every day he walks 10 kilometers from his village in his homemade clothes and leather shoes to the city of Sofia, where he spends the day begging for money.
Though a well known fixture around several of the city's churches, known for his prostrations of thanks to all donors, it was only recently discovered that he has donated every penny he has collected - over 40,000 euros - towards the restoration of decaying Bulgarian monasteries and the utility bills of orphanages, living instead off his monthly state pension of 80 euros.

      <description>Was feeling down today until I came across this amazing man. Puts a new perspective on life.

Some people call him an 'Angel Among People.'  This is the story of a man, who has nothing, but a good heart. Thus, he manages to help a significant number of poor people, children, orphanages and churches. 

Dobri Dobrev, 98-year-old Bulgarian WWII veteran, lost his hearing long time ago during the war. This, however, does not stop him to do what he does. 

Each and every day he walks more than 10 kilometers from his village, in his homemade clothes and leather shoes to Sofia, the capital city of Bulgaria. There he spends the entire day begging for money. He greets everyone, kisses their hands, reads their lips when they tell him something and with his children's sparkling blue eyes wishes everyone good health and God's grace.  He is not a beggar, though. At least not one who begs for himself.

It was only recently discovered that he has donated every penny he has collected - over 40,000 euros ($52 000)-  for the restoration of decaying Bulgarian churches, monasteries and the utility bills of orphanages. How does he live off?  With his monthly state pension of 80 euros ($103). No more, no less than that.

Just to know, in Bulgarian almost every name means something. 'Dobro' means 'good', so Dobri Dobrev pretty much translates to Good Goody.
