His younger brother, Dzhokhar Tsarnaev, was captured Friday night and charged with using a weapon of mass destruction. The 19-year-old could face the death penalty if convicted. The state's Executive Office of Health and Human Services said Tamerlan Tsarnaev's welfare benefits ended in 2012 when the family stopped meeting income eligibility limits. His wife's attorney has claimed Katherine -- who had converted to Islam -- was working up to 80 hours a week as a home health aide while Tsarnaev stayed at home, the newspaper reports. "The brothers were not receiving transitional assistance benefits at the time of the incident and have not received any transitional assistance benefits this year," Massachusetts Health and Human Services communication director Alec Loftus told the newspaper in a statement. "The Tsarnaevs' parents are former recipients of transitional assistance benefits, and both Dzhokhar and Tamerlan Tsarnaev received benefits through their parents when they were younger. Separately, Tamerlan and his family received benefits until 2012, when the family became ineligible based on their income." The Massachusetts Department of Transitional Assistance works "to assist low-income individuals and families to meet their basic needs, increase their incomes and improve their quality of life," the agency's website says. The benefits offered include food assistance, job assistance, emergency shelter, help for victims of domestic violence, cash aid for families with children, emergency assistance for the elderly and disabled. The fact that many countries appeared to be investing heavily, "billions and billions of dollars", in next generation surveillance technologies was an indication of their intentions to clamp down on Internet freedoms, Ross warned. The clamp-down was coming amid a clear shift of power all over the world from governments and other state hierarchies towards citizens and networks of citizens, he said during his last press conference before leaving his government position. "Anyone who understands power understands that power is not given up willingly," he said, adding that the rush to buy surveillance technology appeared to have really taken off after the Iranian election protests in 2009. Baldwin had first been approached by a Post reporter while walking his dogs outside his East 10th Street pad at around 10:50 a.m. He was asked for comment on a lawsuit against his wife, Hilaria, involving her work as a yoga instructor. The "30 Rock'' star grabbed the reporter, Tara Palmeri, by her arm and told her, "I want you to choke to death," Palmeri told police, for whom she played an audiotape of the conversation. He then called G.N. Miller - a decorated retired detective with the NYPD's Organized Crime Control Bureau and a staff photographer for The Post - a "coon, a drug dealer,'' Miller's police statement said. At one point, Miller showed Baldwin ID to prove he's a retired NYPD cop, which Baldwin dismissed as "fake." Cops were called, and Miller, 56, and Baldwin, 54, both filed harassment claims against each other. Minutes later, Baldwin ranted on Twitter.
