(KSDK) - The St. Charles County Prosecuting Attorney's Office charged a 25-year-old O'Fallon woman for allegedly offering up her four-month-old daughter to her boyfriend so he could engage in sexual activity with her, resulting in the child's death. St. Charles police officers responded to a report of an unresponsive four-month-old child in the 3600 block of Fremont Drive on December 3, 2012. The child, identified as Ashlynn Peters, was flown to an area hospital for treatment where she died. An autopsy on December 5 revealed Ashlynn died from asphyxiation and was also the victim of blunt force trauma to the head and various parts of her body. The child was sexually assaulted, leaving rectal tears and lacerations. Authorities interviewed Jordan Prince, who was watching the infant while the baby's mother slept. Prosecutors said Prince told police he became frustrated because the baby would not stop crying, choked the child and then left her on a loveseat. Prince came back an hour later and found the child unresponsive. Jordan Prince was charged with first-degree murder in December 2012 and indicted in April 2013 for forcible sodomy and child abuse. Investigators learned the girl's mother, identified as Jessica Howell (also known as "Jessica Peters"), knew her boyfriend had previously been convicted for sexual offense against a minor. Howell allegedly engaged in a series of text messages with Prince on September 15 and September 16, 2012, suggesting a willingness to allow him to have sex with her daughter. A witness, who said Neale and the child had been living in her home for three weeks, said she saw Neale slap the child in the face, punch her in the head, and grab her by the hair and pull her around the room. Then, deputies said on Sunday, June 15, the witness saw Neale get angry at the girl for not making oatmeal properly, get her stun gun, hold the child down and touch it to the child's leg. She said she saw the girl fall to the floor and scream. The witness said she decided to get help when the girl wrote a note saying she didn't want to live anymore. Deputies said Neale told them she never abused the child, and during the stun gun incident, the gun was never activated and everyone was just playing around. But deputies and the Department of Children and Families said the child's bruises and marks show otherwise. Neale was charged with aggravated child abuse with a weapon.
