Dr Taj Hargey, imam of the Oxford Islamic Congregation, said race and religion were inextricably linked to the recent spate of grooming rings in which Muslim men have targeted under-age white girls.

Earlier this week seven members of a child sex ring from Oxford were found guilty of forcing under age girls to commit acts of &quot;extreme depravity&quot;.

Their victims, aged between 11 and 15, were groomed and plied with alcohol and drugs before being sexually assaulted and forced into prostitution. They targeted &quot;out of control&quot; teenagers.

Dr Hargey said that the case brought shame on the city and the community and is a set back for cross community harmony.

But worse still is the refusal to face up to its realities, he wrote in the Daily Mail.

The activities of the Oxford sex ring are &quot;bound up with religion and race&quot; because all the men - though of different nationalities - were Muslim and they &quot;deliberately targeted vulnerable white girls, whom they appeared to regard as 'easy meat', to use one of their revealing, racist phrases&quot;, Dr Hargey said.

That attitude has been promoted by religious leaders, he believes. &quot;On one level, most imams in the UK are simply using their puritanical sermons to promote the wearing of the hijab and even the burka among their female adherents. But the dire result can be the brutish misogyny we see in the Oxford sex ring.&quot;

People tiptoe around the issues and refuse to discuss the problems exposed by the scandals such as those &quot;from Rochdale to Oxford, and Telford to Derby&quot;, he wrote.

In all cases the perpetrators were Muslim men and the victims were under age white girls.

To pretend it is not a problem is the Islamic community is &quot;ideological denial&quot;, Dr Hargey said.

&quot;But then part of the reason this scandal happened at all is precisely because of such politically correct thinking. All the agencies of the state, including the police, the social services and the care system, seemed eager to ignore the sickening exploitation that was happening before their eyes.

&quot;Terrified of accusations of racism, desperate not to undermine the official creed of cultural diversity, they took no action against obvious abuse.&quot;

The men were allowed, he said, to come and go from care homes by the authorities, and if the situation had been reversed with gangs of white men preying on Muslim teenagers &quot;the state's agencies would have acted with greater alacrity.&quot;

True Islam preaches respect for women but in mosques across the country a different doctrine is preached - &quot;one that denigrates all women, but treats whites with particular contempt,&quot; the Imam said.

The men are taught that women are &quot;second-class citizens, little more than chattels or possessions over whom they have absolute authority,&quot; he claims in the column.

&quot;The view of some Islamic preachers towards white women can be appalling. They encourage their followers to believe that these women are habitually promiscuous, decadent, and sleazy - sins which are made all the worse by the fact that they are kaffurs or non-believers.

&quot;Their dress code, from miniskirts to sleeveless tops, is deemed to reflect their impure and immoral outlook. According to this mentality, these white women deserve to be punished for their behaviour by being exploited and degraded.&quot;

Such cases can only be prevented in the future if Britain abandons the blinkers of political correctness, he concludes.

  The Oxford sex ring and the preachers who teach young Muslim men that white girls are cheap  

The terrible story of the Oxford child sex ring has brought shame not only on the city of dreaming spires, but also on the local Muslim community. 

It is a sense of repulsion and outrage that I feel particularly strongly, working as a Muslim leader and Imam in this neighbourhood and trying  to promote genuine  cultural integration. 

There is no doubt that the evil deeds of these men have badly set back the cause of cross-community harmony. 

In its harrowing details, this grim saga of exploitation, misogyny, perversion and cruelty fills me not only with desperate sorrow for those girls and their families, but also with dread and despair.


  

If I were the judge in this case, I would hand out the harshest possible jail sentences to these monstrous predators, both to see that justice is done for their victims and to send out a message to other exploiters. 



And when I say harsh, I mean it: none of this fashionable nonsense about prisoners being released only a quarter of the way through their sentences. There is no pattern of good conduct these men could follow behind bars that could possibly make up for all the terrible suffering they have inflicted on others. 
Depravity

But apart from its sheer depravity, what also depresses me about this case is the widespread refusal to face up to its hard realities. 

The fact is that the vicious activities of the Oxford ring are bound up with religion and race: religion, because all the perpetrators, though they had different nationalities, were Muslim; and race, because they deliberately targeted vulnerable white girls, whom they appeared to regard as 'easy meat', to use one of their revealing, racist phrases. 

Indeed, one of the victims who bravely gave evidence in court told a newspaper afterwards that 'the men exclusively wanted white girls to abuse'.

 But as so often in fearful, politically correct modern Britain, there is a craven unwillingness to face up to this reality. 



Commentators and poli-ticians tip-toe around it, hiding behind weasel words. 

We are told that child sex abuse happens 'in all communities', that white men are really far more likely to be abusers, as has been shown by the fall-out from the Jimmy Savile case. 

One particularly misguided commentary argued that the predators' religion was an irrelevance, for what really mattered was that most of them worked in the night-time economy as taxi drivers, just as in the Rochdale child sex scandal many of the abusers worked in kebab houses, so they had far more opportunities to target vulnerable girls.

But all this is deluded nonsense. While it is, of course, true that abuse happens in all communities, no amount of obfuscation can hide the pattern that has been exposed in a series of recent chilling scandals, from Rochdale to Oxford, and Telford to Derby. 

In all these incidents, the abusers were Muslim men, and their targets were under-age white girls. 

Moreover, reputable studies show that around 26 per cent of those involved in grooming and exploitation rings are Muslims, which is around five times higher than the proportion of Muslims in the adult male population. 

To pretend that this is not an issue for the Islamic community is to fall into a state of ideological denial. 

But then part of the reason this scandal happened at all is precisely because of such politically correct thinking. All the agencies of the state, including the police, the social services and the care system, seemed eager to ignore the sickening exploitation that was happening before their eyes. 

Terrified of accusations of racism, desperate not to undermine the official creed of cultural diversity, they took no action against obvious abuse. 


 


Amazingly, the predators seem to have been allowed by local authority managers to come and go from care homes, picking their targets to ply them with drink and drugs before abusing them. You can be sure that if the situation had been reversed, with gangs of tough, young white men preying on vulnerable Muslim girls, the state's agencies would have acted with greater alacrity. 

Another sign of the cowardly approach to these horrors is the constant reference to the criminals as 'Asians' rather than as 'Muslims'. 

In this context, Asian is a completely meaningless term.  The men were not from China, or India or Sri Lanka or even Bangladesh. They were all from either Pakistan or Eritrea, which is, in fact, in East Africa rather than Asia. 


 

What united them in their outlook was their twisted, corrupt mindset, which bred their misogyny and racism. 



If they had been real, genuine followers of Islam, they would not have dreamt of indulging in such vile crimes, for true Islam preaches respect for women and warns against all forms of sexual licence, including adultery and exploitation. 
Contempt


By all accounts, this was not the version that these men heard in their mosques. On the contrary, they would have been drip-fed for years a far less uplifting doctrine, one that denigrates all women, but treats whites with particular contempt. 

In the misguided orthodoxy that now prevails in many mosques, including several of those in Oxford, men are unfortunately taught that women are second-class citizens, little more than chattels or possessions over whom they have absolute authority.

That is why we see this growing, reprehensible fashion for segregation at Islamic events on university campuses, with female Muslim students pushed to the back of lecture halls. 

There was a telling incident in the trial when it was revealed that one of the thugs heated up some metal to brand a girl, as if she were a cow. 'Now, if you have sex with someone else, he'll know that you belong to me,' said this criminal, highlighting an attitude where women are seen as nothing more than personal property. 

The view of some Islamic preachers towards white women can be appalling. They encourage their followers to believe that these women are habitually promiscuous, decadent and sleazy - sins which are made all the worse by the fact that they are kaffurs or non-believers. 

Their dress code, from mini-skirts to sleeveless tops, is deemed to reflect their impure and immoral outlook. According to this mentality, these white women deserve to be punished for their behaviour by being exploited and degraded.


 

Brutish

For those of us who support effective and meaningful integration, it is dispiriting to see how little these criminals, several of them second-generation Britons, have been integrated into our society. 

If they were possessed by the slightest sense of belonging or shared citizenship, they would have had some respect for the welfare of these girls.


 


Instead, they saw only people from an alien world with which they felt no connection. For them, there was no sense of kinship or solidarity for people in their neighbourhood who were not Muslims.

It is telling, though, that they never dared to target Muslim girls from the Oxford area. They knew that they would be sought out by the girls' families and ostracised by their community. But preying on vulnerable white girls had no such consequences - once again revealing how intimately race and religion are bound up with this case. 

We will build a secure society only when we are all taught to have respect for one another, regardless of creed or colour. 

Horror over this latest scandal should serve as a catalyst for a new approach, but change can take place only if we abandon the dangerous blinkers of political correctness and antiquated multiculturalism.


the silence of this nation while our children have been getting raped by muslims is staggering. this has been going on since the late 80s. the police knew, social services knew , we knew !

The group said some universities failed to uphold gender equality rules.

UK universities say they work closely with student bodies to balance freedom of speech and upholding the law.

But Students Rights claims a new generation of &quot;extremist&quot; speakers are touring campuses to spread their version of Islam.

It defined these as anyone who had made racist or intolerant comments, including incitement to violence or encouraging individuals to look at YouTube clips of terrorist activity.

And it pointed to what it said was an increasingly worrying trend of gender segregation at student Islamic Society events.

'Deeply disturbing'It highlighted 277 events promoted in UK and Irish universities where segregation was alluded to, either directly or through policies stated elsewhere. And 180 of these were on UK campuses.

Six of the events were subsequently cancelled, and two institutions, UCL and the University of Leicester, have since announced investigations into the segregated meetings.

Director of the self-styled campus watchdog Raheem Kassam said: &quot;What we have shown in this report is that gender segregation and discrimination on UK university campuses is not simply an increasing trend, but one that is growing despite universities being aware of the incidents.

&quot;This is a deeply disturbing revelation, as campuses across the country are supposed to be committed to ensuring that students are not discriminated against, be it on the grounds of race, religion, sexuality, gender or otherwise.&quot;

He added that university authorities were failing to address these trends.

He said with many of these speakers' views being well-documented, &quot;a little Google search about what these guys are speaking about would not hurt anybody&quot;.

'Draw the line'The report urged institutions to communicate repeatedly during the academic year the necessity for student bodies to meet equality and diversity policies.

But Universities UK chief executive Nicola Dandridge said: &quot;Universities are places of critical thinking and vigorous debate, where ideas can be challenged and explored openly. Institutions have a legal obligation to promote free speech, and that may involve allowing controversial, indeed sometimes offensive, opinions to be expressed.

&quot;Where universities can and do draw the line is in preventing speakers who break the law. When illegal behaviour is identified, there is good liaison with the police and security services.

&quot;Universities are gaining more and more experience in handling these issues and have developed guidelines in relation to inviting external speakers. Universities UK issued guidance to all universities on the subject in 2011.&quot;

A spokesman for the Department for Business, Innovation and Skills said it did not intervene or set guidelines on segregation or extremist teachings on campus.

A Home Affairs Select Committee inquiry last year concluded that while all universities had to be aware of the issue, they found that the focus on universities had itself been disproportionate.

NUS Vice-President for welfare Pete Mercer said he would welcome an open and balanced discussion about gender issues and religion but said it was important that contributions are not hysterical.

&quot;We should note that we're aware of no complaints made by students to universities or students' unions about gender segregation.

&quot;NUS has a long history of supporting women's self-organisation and indeed we've organised an event for Muslim women aimed at empowering them to take leadership roles on campus and in their community. Unfortunately this report appears to conflate events organised for women to meet separately with those where genders are forced to sit separately.

&quot;When events are open to the general public or student population forced segregation is entirely unacceptable, however where the event is closed and all those present have agreed to segregate, they should have the freedom to make that choice.

&quot;A witch-hunt which makes sweeping judgments about student Islamic societies without knowing the details denies the women involved the very equality it claims to wish for them.&quot;</description>

      <description>Conservative groups seeking information from the Environmental Protection Agency have been routinely hindered by fees normally waived for media and watchdog groups, while fees for more than 90 percent of requests from green groups were waived, according to requests reviewed by the Conservative Enterprise Institute.

CEI reviewed Freedom of Information Act requests sent between January 2012 and this spring from several environmental groups friendly to the EPA's mission, and several conservative groups, to see how equally the agency applies its fee waiver policy for media and watchdog groups. Government agencies are supposed to waive fees for groups disseminating information for public benefit.

&quot;This is as clear an example of disparate treatment as the IRS' hurdles selectively imposed upon groups with names ominously reflecting an interest in, say, a less intrusive or biased federal government,&quot; said CEI fellow Chris Horner.

For 92 percent of requests from green groups, the EPA cooperated by waiving fees for the information. Those requests came from the Natural Resources Defense Council, EarthJustice, Public Employees for Environmental Responsibility, The Waterkeeper Alliance, Greenpeace, Southern Environmental Law Center and the Center for Biological Diversity.

Of the requests that were denied, the EPA said the group either didn't respond to requests for justification of a waiver, or didn't express intent to disseminate the information to the general public, according to documents obtained by  The Washington Examiner.   CEI, on the other hand, had its requests denied 93 percent of the time. One request was denied because CEI failed to express its intent to disseminate the information to the general public. The rest were denied because the agency said CEI &quot;failed to demonstrate that the release of the information requested significantly increases the public understanding of government operations or activities.&quot; Similarly, requests from conservative groups Judicial Watch and National Center for Public Policy Research were approved half the time, and all requests from Franklin Center and the Institute for Energy Research were denied. &quot;Their practice is to take care of their friends and impose ridiculous obstacles to deny problematic parties' requests for information,&quot; said Horner. Freedom of Information Act requests from CEI forced the EPA to release emails under the the &quot;Richard Windsor&quot; alias former EPA administrator Lisa Jackson used to conduct government business. CEI has also filed FOIA requests for emails, text messages and instant messages from Jackson and EPA nominee Gina McCarthy. Horner said he believes the EPA has denied CEI's requests because his think tank is the most active group seeking to hold the agency accountable. &quot;This is a clear pattern of favoritism for allied groups and a concerted campaign to make life more difficult for those deemed unfriendly,&quot; he said. &quot;The left hand of big government reaches out to give a boost to its far-left hand at every turn. Labour sent out 'search parties' for immigrants to get them to come to the UK, Lord Mandelson has admitted.

In a stunning confirmation that the Blair and Brown governments deliberately engineered mass immigration, the former Cabinet Minister and spin doctor said New Labour sought out foreign workers.

He also conceded that the influx of arrivals meant the party's traditional supporters are now unable to find work.

By contrast, Labour leader Ed Miliband has said his party got it wrong on immigration but has refused to admit it was too high under Labour.

Between 1997 and 2010, net migration to Britain totalled more than 2.2million, more than twice the population of Birmingham.

The annual net figure quadrupled under Labour from 48,000 people in 1997 to 198,000 by 2009.

Lord Mandelson's remarks come three years after Labour officials denied claims by former adviser Andrew Neather that they deliberately encouraged immigration in order to change the make-up of Britain.

Mr Neather said the policy was designed to 'rub the Right's nose in diversity'. 


He said there was 'a driving political purpose: that mass immigration was the way that the Government was going to make the UK truly multicultural'.

Senior Labour figures have been reluctant to concede they deliberately engineered the influx of migrants who have transformed communities over the past decade.

But, at a rally for the Blairite think-tank Progress, Lord Mandelson said: 'In 2004 when as a Labour government, we were not only welcoming people to come into this country to work, we were sending out search parties for people and encouraging them, in some cases, to take up work in this country.'

He said: 'The problem has grown during the period of economic stagnation over the last five, six years.'


When Labour encouraged new arrivals 'we were almost ... a full employment economy' but, he admitted: 'The situation is different obviously now.

'We have to just realise... entry to the labour market of many people of non-British origin is hard for people who are finding it very difficult to find jobs, who find it hard to keep jobs.

'For these people immigration tends to loom large in their lives and in their worlds, now that is an inescapable fact, and we have to understand it, address it, engage with people in discussion about it.'


His words are far franker than Mr Miliband's. Asked earlier this month whether 'too many people were allowed to come', he replied: 'I wouldn't put it that way, no.'

Tory chairman Grant Shapps said: 'Peter Mandelson's candid admission that Labour were purposefully letting immigration spiral out of control when in government is yet another damning indictment on their record on immigration.'

Sir Andrew Green of Migration Watch said: 'This is an astonishing admission from the highest level that Labour's mass immigration policy was entirely deliberate.

'It will be a very long time before their own working class supporters forgive them for the enormous changes that have been imposed on their communities.'

Gordon Brown yesterday accused the Tories of emulating Enoch Powell by using immigration to head off the growing electoral threat from UKIP. 


Mr Powell's 1968 'rivers of blood' speech ignited huge controversy in the debate on immigration.

Former prime minister Mr Brown - who once called for 'British jobs for British workers' - told a pro-union rally in Glasgow: 'A party that was anti-Powellite on immigration is now becoming very close to being Powellite on that issue.'

In a stunning confirmation that the Blair and Brown governments deliberately engineered mass immigration, the former Cabinet Minister and spin doctor said New Labour sought out foreign workers.

He also conceded that the influx of arrivals meant the party's traditional supporters are now unable to find work.

By contrast, Labour leader Ed Miliband has said his party got it wrong on immigration but has refused to admit it was too high under Labour.

Between 1997 and 2010, net migration to Britain totalled more than 2.2million, more than twice the population of Birmingham.

The annual net figure quadrupled under Labour from 48,000 people in 1997 to 198,000 by 2009. 
 


Lord Mandelson's remarks come three years after Labour officials denied claims by former adviser Andrew Neather that they deliberately encouraged immigration in order to change the make-up of Britain.

Mr Neather said the policy was designed to 'rub the Right's nose in diversity'. 

He said there was 'a driving political purpose: that mass immigration was the way that the Government was going to make the UK truly multicultural'.

Senior Labour figures have been reluctant to concede they deliberately engineered the influx of migrants who have transformed communities over the past decade.

But, at a rally for the Blairite think-tank Progress, Lord Mandelson said: 'In 2004 when as a Labour government, we were not only welcoming people to come into this country to work, we were sending out search parties for people and encouraging them, in some cases, to take up work in this country.' 

He said: 'The problem has grown during the period of economic stagnation over the last five, six years.'


When Labour encouraged new arrivals 'we were almost ... a full employment economy' but, he admitted: 'The situation is different obviously now.

'We have to just realise... entry to the labour market of many people of non-British origin is hard for people who are finding it very difficult to find jobs, who find it hard to keep jobs.

'For these people immigration tends to loom large in their lives and in their worlds, now that is an inescapable fact, and we have to understand it, address it, engage with people in discussion about it.'

 


His words are far franker than Mr Miliband's. Asked earlier this month whether 'too many people were allowed to come', he replied: 'I wouldn't put it that way, no.'
Tory chairman Grant Shapps said: 'Peter Mandelson's candid admission that Labour were purposefully letting immigration spiral out of control when in government is yet another damning indictment on their record on immigration.'

Sir Andrew Green of Migration Watch said: 'This is an astonishing admission from the highest level that Labour's mass immigration policy was entirely deliberate.

'It will be a very long time before their own working class supporters thank them for the enormous changes that have been imposed on their communities.' 

Gordon Brown yesterday accused the Tories of emulating Enoch Powell by using immigration to head off the growing electoral threat from UKIP. 

 

Mr Powell's 1968 'rivers of blood' speech ignited huge controversy in the debate on immigration. 

Former prime minister Mr Brown - who once called for 'British jobs for British workers' - told a pro-union rally in Glasgow: 'A party that was anti-Powellite on immigration is now becoming very close to being Powellite on that issue.'</description>

'White backlash' revealed at Scotland Yard
SCOTLAND Yard is experiencing a &quot;white backlash&quot; from its own officers who are furious at the time &quot;wasted&quot; on diversity issues, a shocking internal Met Police report has found.

 


A worrying complacency about race has seeped into all echelons of the Metropolitan Police, the report says, adding that the lessons from the Macpherson inquiry into the murder of black teenager Stephen Lawrence in 1993 risk being forgotten.

The Met's Diversity Heath Check report found many officers believe &quot;white, heterosexual males were being passed over for promotion&quot; and that there is a &quot;growing antagonism towards diversity&quot; in the force.

The survey reported an abdication of leadership, with managers failing to deal properly with under-performing ethnic minority staff for fear of accusations of racism.

&quot;  has an effect on other team members and breeds resentment,&quot; the report found.

It also noted that the painful memories of the Macpherson Report, which accused the Met of &quot;institutional racism&quot;, were in danger of fading away because a &quot;significant proportion&quot; of staff will have joined the force since its publication in 2002.

It said: &quot;The corporate memory of Macpherson is not ingrained into the new recruits or as they become new leaders, as the Metropolitan Police Service does not teach the history of policing.

&quot;If it were to do so, it would include pivotal moments in history. A sound understanding of what policing by consent means and the fact that it is underpinned by winning community trust and confidence is required.&quot;

The report suggested a &quot;complacency&quot; on race issues and cited poor attendance at Diversity Executive Board meetings and the dropping of recruitment and retention targets as evidence.

Circulated among horrified Met bosses last June, the report's findings were only made public when the Independent Commission on Mental Health and Policing published its own &quot;watershed&quot; survey on Friday.

It revealed it too had found racist attitudes among officers when dealing with mentally ill people from ethnic minority communities.

The Commission said young Afro-Caribbean men were &quot;particularly vulnerable&quot; and had suffered more from the &quot;disproportionate use of force&quot;.

It was while analysing the causes of those issues that the Commissioners examined the Met's own internal report.

The Commission said the Met concluded an &quot;increasing 'white backlash' as recruitment, retention and progression of female and black and minority ethnic staff has improved&quot;.

MP Keith Vaz, the chairman of the Home Affairs Committee, last night described the findings as &quot;deeply worrying reading&quot;.

He said: &quot;Both the Commissioner Sir Bernard Hogan-Howe and the new head of the College of Policing, Alex Marshall, have told the committee that they want to eradicate any elements of racism from the force and this is especially important when mental health issues are concerned.


 


&quot;We will revisit this issue when Sir Bernard next comes before the committee.&quot;

Lord Adebowale, the chairman of the Independent Commission on Mental Health and Policing, is due to meet Home Secretary Theresa May with his findings tomorrow.

The Commission's report calls for a transformation of attitudes towards mental health in policing and urges the Met and other forces to improve awareness training for officers.

Lord Adebowale many of the deaths in police custody could have been avoided if practices had been better.

He estimated that Scotland Yard handles 600,000 mental health related calls every year and that the issue should be a &quot;core part of day-today Met Police business&quot;.

Professor Betsy Stanko, assistant director of corporate development at the Met, said: &quot;It's important to think about this issue of mental health now like we did with domestic violence 15 years ago.

&quot;This should be a watershed in the role of policing.&quot;

A Scotland Yard spokesman said: &quot;The Metropolitan Police Service Diversity Health Check has a number of recommendations that will help the MPS develop.

&quot;It was also one of a number of things that informed the Commissioner's decision to ask Lord Adebowale to conduct an independent review of mental health issues.

&quot;This has produced a series of recommendations that we broadly accept.&quot;

Meanwhile, the Met is bracing itself for more criticism this week when a private investigation into the death of Sean Rigg, a 40-year-old musician and schizophrenic who died in police custody in Brixton in 2008, reports its results.

The probe was sanctioned by Mr Rigg's family.

Two serving and one retired Met officers were arrested in March and are due to answer bail this month.

The Independent Police Complaints Commission said they were arrested on suspicion of perverting the course of justice over evidence given at inquest.

An inquest found last August that officers had used &quot;unsuitable&quot; force after arresting Mr Rigg before his death August 21, 2008.
The musician had a 20-year history of mental illness.

He had been acting violently and officers put him in handcuffs and held him in the prone position for eight minutes.</description>

The same holds true of Islam, the majority faith of 49 nations from Morocco to Indonesia, a religion that 1.6 billion people profess.

Yet, some assertions appear true.

Islam is growing in militancy and intolerance, evolving again into a fighting faith, and spreading not only through proselytizing, but violence.

How to justify the charge of intolerance?

The Taliban blew up the Bamiyan Buddhas. The Sufi shrines of Timbuktu were blown up by Ansar Dine. In Saudi Arabia, Iran and Afghanistan, Christian converts face the death sentence.

In Nigeria, the Boko Haram attacks churches and kills Christians, as in Ethiopia and the Sudan, where the south seceded over the persecution.

Egyptian Copts are under siege. Assyrian and Chaldean Christians in Iraq have seen churches pillaged, priests murdered. In Indonesia, churches are being shut on the demand of Islamists. Sharia law is being demanded by militants across the Middle East, as Christianity is exterminated in its cradle.

Has Islam become again a fighting faith?

Chechnya, Dagestan and Ingushetia are the sites of Islamist uprisings using terror to rip these statelets from Russia. Muslim Uighurs are fighting to tear off a chunk of China and create an East Turkestan. Muslim Malays in south Thailand have fought a decade-long war of secession. Albania has acquired two sister Muslim states in Europe, Bosnia and Kosovo, both born in blood.

  &quot;Islam has bloody borders,&quot; wrote the late Samuel Huntington. They are bloodier today.  

At the time of 9/11, al-Qaida seemed confined to Afghanistan. Al-Qaida may now be found in the Maghreb, Mali, Iraq and Yemen. Its Syrian auxiliary, the al-Nusra Front, is dominant in the anti-Assad rebellion.

Since Y2K, Islamists have perpetrated massacres in Mumbai, Madrid, London, Moscow, Beslan and Boston. Osama bin Laden appears no longer as popular as he once was, yet tens of millions worldwide still admire him. Why?

Islamism can also call upon true believers prepared to die for the cause. No other faith produces so many suicide bombers.

Muslims counter-argue that America has killed many more noncombatants, in Iraq, and Afghanistan and Pakistan with drone strikes.

What right, they ask, did we have to attack Iraq? Did we not ourselves stir up the nest of hornets that stung us in Boston?

Yet there is another reality.

While the clash of cultures widens between the West and Islam, leaders in the Muslim world can be found working with the United States against their own extremists.

Jihadists are by no means a majority in the Islamic world, where they are also feared and hated. And in the West, they are but a fraction of our Muslim communities.

The crisis: Even a tiny minority of terrorists like the Tsarnaevs can so inflame tensions between the West and the Muslim world they can bring our two civilizations into conflict. Would we have fought those wars in Iraq and Afghanistan without the atrocity of 9/11?

What are the goals of the jihadists?

Expulsion of Christians and infidels from the Dar al-Islam, the house of Islam. Expulsion of the American Crusaders. Overthrow of Muslim rulers who collude with the Great Satan. Annihilation of Israel. Infiltration of the homelands of a decadent, dying West. Death to all who insult the Prophet.

Ultimate goal: Bring the world to acknowledge and act on the truth that there is no God but Allah and Muhammad is his Prophet.

And while the Islamic world remains far inferior in technology and manufacturing and military power, Muslim peoples are far more numerous and devout. With a fourth of mankind, their birth rate is higher and their numbers soaring, along with their militancy at home and in the diaspora.

In population and territory, the West is shrinking, while our Muslim minorities are growing and becoming more assertive in their demands.

&quot;No army can withstand the strength of an idea whose time has come,&quot; said Victor Hugo. Many in the Muslim world believe that as the Christian West dominated for 500 years, their time has come.

How do we deal with this irreconcilable conflict between a secular West and a resurgent Islam?

First, as it is our presence in their world that enrages so many, we should end our interventions, shut down the empire and let Muslim rulers deal with Muslim radicals.

  Second, we need a moratorium on immigration from the Islamic world.  

Inevitably, some of the young we bring in, like the Tsarnaevs, will yield to radicalization and seek to strike a blow for Islam against us.

What benefit do we derive as a people to justify the risks we take by opening up America to mass migration from a world aflame with hatred and hostility over race, ethnicity, culture, history and faith?

  Why are we bringing all of the world's quarrelsome minorities, and all the world's quarrels with them, into our home?  

What we saw in Boston was the dark side of diversity.

DENVER - The University of Colorado hired a visiting conservative professor this year, but conservatives don't want to stop there.

Republicans on the  University of Colorado Board  of Regents pushed Tuesday for greater intellectual diversity on campus, starting with the hiring of professors and instructors in the humanities who hold right-of-center views.

 James Geddes , the Republican regent leading the charge, said the university could raise its national reputation by taking &quot;an active approach&quot; in diversifying its academic departments.

&quot;If we don't do that, that's a dead department. It's dead,&quot; said  Mr. Geddes . &quot;Nobody's going to challenge anyone else, nobody's going to debate, because they all think the same.&quot;

The hourlong discussion marked something of a milestone in the decades-old national debate over intellectual diversity on campus. While conservatives have long griped about the suppression of right-of-center thought on campuses, major universities have been largely unwilling to wrestle publicly with the issue at the highest levels of leadership.

&quot;To take the discussion that far is something of an anomaly,&quot; said  William Casement , author of &quot;Making College Right&quot; ( National Association of Scholars , 2013). &quot;There are lots of people pushing for this, but to see a serious discussion like this is unusual. It's the recognition of a problem that a lot of people wouldn't recognize or admit to.&quot;

Despite its reputation as a bastion of liberalism, the university has proved more open than most other colleges to the concerns of conservatives. In March, the university hired  Steven Hayward  to serve as its first visiting professor of conservative thought and policy, a position funded with $1 million in private donations.

The university also has moved to play up its world-class academic departments in science and engineering while downplaying its image as a place to find a world-class party. For the second year in a row, officials banned the 4/20 marijuana festival on the Boulder campus, which in the past has drawn thousands.

In 2010, the regents adopted a set of 12 guiding principles, the sixth of which calls on university officials to &quot; romote faculty, student and staff diversity to ensure the rich interchange of ideas in the pursuit of truth and learning, including diversity of political, geographic, cultural, intellectual and philosophical perspectives.&quot;

For the first time since, chancellors from the University of Colorado's four campuses gave reports Tuesday on their efforts to increase intellectual diversity, which included an option for humanities students to minor in business and the activities of student-run clubs such as Young Americans for Freedom.

Regent Irene Griego, a Democrat, said the universities were doing an impressive job of implementing the guiding principle on diversity.

&quot;It really does show us our campuses are taking this very seriously of looking at what we need to do to enrich our curriculum, what we need to do to develop structures that represent all thinking,&quot; she said.

But Republican regent  Steve Bosley  said the reports were too rosy, conveying the message that &quot;there's no problem, there's nothing to consider.&quot; He called for more action at the hiring level, saying he wanted more information from department heads on the status of their departments and their goals.

&quot;The head of a department, program or school knows his or her faculty,&quot; said  Mr. Bosley . &quot;If the vast majority represent one philosophical perspective, then when you fill a position you have the opportunity and responsibility under guiding principle No. 6 to find someone to add balance.&quot;

One unresolved issue is how to determine a professor's political or ideological views, short of pulling public voter-registration records, which Democratic regent Stephen Ludwig called &quot;highly problematic and inappropriate.&quot;


&quot;The other challenge is, 'Who is a true conservative?'&quot; Mr. Ludwig said. &quot;I think that argument comes up on a fairly regular basis, about who is conservative and who isn't, and who gets to decide what that is, if that's a basis for hiring.&quot;

 Student  Tyler Quick quipped that he would &quot;challenge the assumption that all Boulder faculty are somehow commies,&quot; but Republican regent Sue Sharkey wasn't amused.

&quot;That's a joke? I didn't find the humor,&quot; said Ms. Sharkey. &quot;That's an overstatement, and it diminishes the case we're trying to make here.&quot;
