The damning evidence would spur a series of criminal investigations of BofA executives, if we still had a rule of law in this country for Wall Street banks.The government's Home Affordable Modification Program (HAMP), which gave banks cash incentives to modify loans under certain standards, was supposed to streamline the process and help up to 4 million struggling homeowners (to date, active permanent modifications number about 870,000). In reality, Bank of America used it as a tool, say these former employees, to squeeze as much money as possible out of struggling borrowers before eventually foreclosing on them. Borrowers were supposed to make three trial payments before the loan modification became permanent; in actuality, many borrowers would make payments for a year or more, only to find themselves rejected for a permanent modification, and then owing the difference between the trial modification and their original payment. Former Treasury Secretary Timothy Geithner famously described HAMP as a means to "foam the runway" for the banks, spreading out foreclosures so banks could more readily absorb them. These Bank of America employees offer the first glimpse into how they pulled it off. Employees, many of whom allege they were given no basic training on how to even use HAMP, were instructed to tell borrowers that documents were incomplete or missing when they were not, or that the file was "under review" when it hadn't been accessed in months. Former loan-level representative Simone Gordon says flat-out in her affidavit that "we were told to lie to customers" about the receipt of documents and trial payments. She added that the bank would hold financial documents borrowers submitted for review for at least 30 days. "Once thirty days passed, Bank of America would consider many of these documents to be 'stale' and the homeowner would have to re-apply for a modification," Gordon writes. Theresa Terrelonge, another ex-employee, said that the company would consistently tell homeowners to resubmit information, restarting the clock on the HAMP process.Worse than this, Bank of America would simply throw out documents on a consistent basis. Former case management supervisor William Wilson alleged that, during bimonthly sessions called the "blitz," case managers and underwriters would simply deny any file with financial documents that were more than 60 days old. "During a blitz, a single team would decline between 600 and 1,500 modification files at a time," Wilson wrote. "I personally reviewed hundreds of files in which the computer systems showed that the homeowner had fulfilled a Trial Period Plan and was entitled to a permanent loan modification, but was nevertheless declined for a permanent modification during a blitz." Employees were then instructed to make up a reason for the denial to submit to the Treasury Department, which monitored the program. Others say that bank employees falsified records in the computer system and removed documents from homeowner files to make it look like the borrower did not qualify for a permanent modification.Senior managers provided carrots and sticks for employees to lie to customers and push them into foreclosure. Simone Gordon described meetings where managers created quotas for lower-level employees, and a bonus system for reaching those quotas. Employees "who placed ten or more accounts into foreclosure in a given month received a $500 bonus," Gordon wrote. "Bank of America also gave employees gift cards to retail stores like Target or Bed Bath and Beyond as rewards for placing accounts into foreclosure." Employees were closely monitored, and those who didn't meet quotas, or who dared to give borrowers accurate information, were fired, as was anyone who "questioned the ethics ... of declining loan modifications for false and fraudulent reasons," according to William Wilson.Bank of America characterized the affidavits as "rife with factual inaccuracies." But they match complaints from borrowers having to resubmit documents multiple times, and getting denied for permanent modifications despite making all trial payments. And these statements come from all over the country from ex-employees without a relationship to one another. It did not result from one "rogue" bank branch.Simply put, Bank of America didn't want to hire enough staff to handle the crush of loan modification requests, and used these delaying tactics as a shortcut. They also pushed people into foreclosure to collect additional fees from them. And after rejecting borrowers for HAMP modifications, they would offer an in-house modification with a higher interest rate. This was all about profit maximization. "We were regularly drilled that it was our job to maximize fees for the Bank by fostering and extending delay of the HAMP modification process by any means we could," wrote Simone Gordon in her affidavit.It is a testament to the corruption of the federal regulatory and law enforcement apparatus that we're only hearing evidence from inside Bank of America now, in a civil class-action lawsuit from wronged homeowners, when the behavior was so rampant for years. For example, the Treasury Department, charged with specific oversight for HAMP, didn't sanction a single bank for failing to follow program guidelines for three years, and certainly did not uncover any of this criminal conduct. Steven Cupples, a former underwriter at Bank of America, explained in his statement how the bank falsified records to Treasury to make it look like they granted more modifications. But Treasury never investigated. Meanwhile, the Justice Department joined with state Attorneys General and other federal regulators to essentially bless this conduct in a series of weak settlements that incorporated other bank crimes as well, like "robo-signing" and submitting false documents to courts.These affidavits, however, should return law enforcement to the case. William Wilson, the case management supervisor, alleges in his statement that this "ridiculous and immoral" conduct continued through August of 2012, when he was eventually fired for speaking up. That means Bank of America persisted with these activities for at least six months AFTER the main, $25 billion settlement to which they were a party. So state and federal regulators could sue Bank of America over this new criminal conduct, which post-dates the actions for which they released liability under the main settlement. Attorneys general in New York andFlorida have accused Bank of America of violating the terms of the settlement, but they could simply open new cases about these new deceptive practices.They would have no shortage of evidence, in addition to the sworn affidavits. According to Theresa Terrelonge, most loan-level representatives conducted their business through email; in fact, various email communications have already been submitted under seal in the Massachusetts civil case. State Attorneys General or US Attorneys would have subpoena power to gather many more emails.And they would have very specific targets: the ex-employees listed specific executives by name who authorized and directed the fraudulent process. "The delay and rejection programs were methodically carried out under the overall direction of Patrick Kerry, a Vice President who oversaw the entire eastern region's loan modification process," wrote William Wilson. Other executives mentioned by name include John Berens, Patricia Feltch and Rebecca Mairone (now at JPMorgan Chase, and already named in a separate financial fraud case). These are senior executives who, if this alleged conduct is true, should face criminal liability.Bank accountability activists have already seized on the revelations. "This is not surprising, but absolutely sickening," said Peggy Mears, organizer for the Home Defenders League. "Maybe finally our courts and elected officials will stand with communities over Wall Street and prosecute, and then lock up, these criminals."Sadly, it's hard to raise hopes of that happening. Past experience shows that our top regulatory and law enforcement officials are primarily interested in covering for Wall Street's crimes. These well-sourced allegations amount to an accusation of Bank of America stealing thousands of homes, and lying to the government about it. Homeowners who did everything asked of them were nevertheless pushed into foreclosure, all to fortify profits on Wall Street. There's a clear path to punish Bank of America for this conduct. The thrust of the deterrent was that the climate in this country is much wetter and colder than they might expect. I can remember writing at the time that it would take more than an adverse weather forecast to put them off. Shanty town: Up to 40 squatters are living in the demolished Hendon Football Club ground, which has lain empty in Brent Cross for several years So it has proven. Although it hasn't stopped raining this year, immigrants from the two Eastern European countries have been arriving in droves. The inclement weather doesn't seem to bother them in the slightest. In Central London they are quite happy to camp out in the streets and in Hyde Park. Another group has set up a Desmond Dekker-style shanty town on the former Hendon FC ground, a few miles to the north west. Now we learn that a group of Eastern Europeans has moved into a network of caves in a cliff above the River Mersey outside Stockport. All this before border controls are officially lifted in the New Year and 26 million Romanians and Bulgarians are given the right to settle in Britain. Not that we should fear a mass influx. Goodness me, no. Perish the thought. We are assured that only a few dozen, a couple of hundred at most, will take advantage of the opportunity to move here. Those that do come will add to the rich diversity of our nation and bring with them a wide variety of high-value skills, such as computer sciences and brain surgery. Only last week, no less an authority than the Speaker of the House of Commons was telling the Romanians that they will be welcomed with open arms, since they have a far superior work ethic to the bone-idle British. If we could be confident that the new arrivals will contribute as much to our economy as some of their Eastern European neighbours, such as the Poles, we would have nothing to worry about. And, yes, there is already a thriving, hard-working, law-abiding Romanian community in Britain. Unfortunately, the evidence so far would suggest not all of the new wave are planning to set themselves up in business as self-employed plumbers and electricians or open private health clinics. The Prime Minister David Cameron insists the UK will not have 'another Polish situation' when restrictions on Romanian and Bulgarian immigrants are relaxed next year Look, the kind of people who are prepared to travel across Europe to sleep in cardboard boxes on Park Lane or live in a filthy, rat-infested shanty town in a London suburb are clearly desperate. Conditions must be pretty dreadful at home if a cave in Stockport is a step up the housing ladder. But, I'm sorry, it's not our fault, it's not our responsibility and it shouldn't be our problem. I can see what's in it for the Romanians and Bulgarians, but what's in it for us? We are told many of those who have come to Britain, especially Roma gypsies, have suffered harassment at home. Ever thought there might be a reason for that? Far from bringing vital skills, the Park Lane squatters have been linked to pick-pocketing, aggressive begging and scamming tourists. Why should shopkeepers, who pay a king's ransom in business rates, have to put up with itinerant Romanians sleeping in their doorways and using public spaces as a toilet? Why should the hard-pressed police be forced to fight a daily war of attrition against a foreign criminal underclass which shouldn't be here in the first place? What other capital city would allow a world-class park and tourist attraction to be turned into a transit camp? Precisely. Yet raise any of these questions and prepare to be howled down as 'racist'. One dwindling Left-wing rag ran a whole, hand-wringing page about the cave-dwellers of Stockport without ever mentioning who they were or how they got there. They were simply described as 'homeless'. No mention of the fact that they were from Estonia, Romania and other Eastern European states. We are all guilty. No we're not. The politicians are guilty. So are the smug, self-regarding Leftist bigots who have done all they can to shut down honest debate about migration. They have consistently lied and obfuscated, stressing the benefits of open borders but ignoring the downside. When the initial Eastern European 'accession' countries were admitted to the EU, we were told that only 13,000 people would come to Britain. In the event, at least a million arrived, maybe more. Nobody knows. Successive governments have sold the pass on immigration to prove they are 'good Europeans'. The only way we can limit numbers is if we pull out of the EU altogether. And no one, apart from UKIP, is offering that. Can you imagine if any of the major parties had campaigned in Hendon on a promise to turn the local football ground into an insanitary Romanian version of Soweto on a bad night? They'd have lost their deposit. As for the idea that a negative advertising campaign will deter anyone from moving to Britain, think again. You might have thought that the pictures of the makeshift slum in Hendon, which will have been published in Eastern Europe, would cause some would-be immigrants to rethink their plans. Far from it. A colleague who lives in Hendon near the ground saw about 30 Romanian men arriving only this week, complete with suitcases and baby buggies. Presumably, more will follow. No doubt there are others back home who have already put their name down for a cave in Stockport. Of course, they won't be there for ever. If they can stick it out until next summer they will be entitled to full British welfare benefits, which means a council house as a basis for negotiation. Who can blame them? Michael Karkoc, 94, told U.S. authorities in 1949 that he had performed no military service during World War II. In fact, he had worked as an officer and founding member of the SS-led Ukrainian Self Defense Legion and later as an officer in the SS Galician Division, according to records obtained through a Freedom of Information Act request. The Galician Division and a Ukrainian nationalist organization he served in were both on a secret American government blacklist of organizations whose members were forbidden from entering the United States at the time. Though records do not show that Karkoc had a direct hand in war crimes, statements from men in his unit and other documentation confirm the Ukrainian company he commanded massacred civilians, and suggest that Karkoc was at the scene of these atrocities as the company leader. Nazi SS files say he and his unit were also involved in the 1944 Warsaw Uprising, in which the Nazis brutally suppressed a Polish rebellion against German occupation. The U.S. Department of Justice has used lies about wartime service made in immigration papers to deport dozens of suspected Nazi war criminals. The evidence of Karkoc's wartime activities uncovered by AP has prompted German authorities to express interest in exploring whether there is enough to prosecute. In Germany, Nazis with 'command responsibility' can be charged with war crimes even if their direct involvement in atrocities cannot be proven. Karkoc refused to discuss his wartime past at his home in Minneapolis, and repeated efforts to set up an interview, using his son as an intermediary, were unsuccessful. Efraim Zuroff, the lead Nazi hunter at the Simon Wiesenthal Center in Jerusalem, said that based on his decades of experience pursuing Nazi war criminals, he expects that the evidence showing Karkoc lied to American officials and that his unit carried out atrocities is strong enough for deportation and war-crimes prosecution in Germany or Poland. 'In America this is a relatively easy case: If he was the commander of a unit that carried out atrocities, that's a no brainer,' Zuroff said. 'Even in Germany ... if the guy was the commander of the unit, then even if they can't show he personally pulled the trigger, he bears responsibility.' Former German army officer Josef Scheungraber - a lieutenant like Karkoc - was convicted in Germany in 2009 on charges of murder based on circumstantial evidence that put him on the scene of a Nazi wartime massacre in Italy as the ranking officer. German prosecutors are obligated to open an investigation if there is enough 'initial suspicion' of possible involvement in war crimes, said Thomas Walther, a former prosecutor with the special German office that investigates Nazi war crimes. The current deputy head of that office, Thomas Will, said there is no indication that Karkoc had ever been investigated by Germany. Based on the AP's evidence, he said he is now interested in gathering information that could possibly result in prosecution. Prosecution in Poland may also be a possibility because most of the unit's alleged crimes were against Poles on Polish territory. But Karkoc would be unlikely to be tried in his native Ukraine, where such men are today largely seen as national heroes who fought for the country against the Soviet Union. Karkoc now lives in a modest house in northeast Minneapolis in an area with a significant Ukrainian population. Even at his advanced age, he came to the door without help of a cane or a walker. He would not comment on his wartime service for Nazi Germany. 'I don't think I can explain,' he said. Members of his unit and other witnesses have told stories of brutal attacks on civilians. One of Karkoc's men, Vasyl Malazhenski, told Soviet investigators that in 1944 the unit was directed to 'liquidate all the residents' of the village of Chlaniow in a reprisal attack for the killing of a German SS officer, though he did not say who gave the order. 'It was all like a trance: setting the fires, the shooting, the destroying,' Malazhenski recalled, according to the 1967 statement found by the AP in the archives of Warsaw's state-run Institute of National Remembrance, which investigates and prosecutes German and Soviet crimes on Poles during and after World War II. 'Later, when we were passing in file through the destroyed village,' Malazhenski said, 'I could see the dead bodies of the killed residents: men, women, children.' In a background check by U.S. officials on April 14, 1949, Karkoc said he had never performed any military service, telling investigators that he 'worked for father until 1944. Worked in labor camp from 1944 until 1945.' However, in a Ukrainian-language memoir published in 1995, Karkoc states that he helped found the Ukrainian Self Defense Legion in 1943 in collaboration with the Nazis' feared SS intelligence agency, the SD, to fight on the side of Germany - and served as a company commander in the unit, which received orders directly from the SS, through the end of the war. It was not clear why Karkoc felt safe publishing his memoir, which is available at the U.S. Library of Congress and the British Library and which the AP located online in an electronic Ukrainian libary. Karkoc's name surfaced when a retired clinical pharmacologist who took up Nazi war crimes research in his free time came across it while looking into members of the SS Galician Division who emigrated to Britain. He tipped off AP when an Internet search showed an address for Karkoc in Minnesota. 'Here was a chance to publicly confront a man who commanded a company alleged to be involved in the cruel murder of innocent people,' said Stephen Ankier, who is based in London. The AP located Karkoc's U.S. Army intelligence file, and got it declassified by the National Archives in Maryland through a FOIA request. The Army was responsible for processing visa applications after the war under the Displaced Persons Act. The intelligence file said standard background checks with seven different agencies found no red flags that would disqualify him from entering the United States. But it also noted that it lacked key information from the Soviet side: 'Verification of identity and complete establishment of applicant's reliability is not possible due to the inaccessibility of records and geographic area of applicant's former residence.' Wartime documents located by the AP also confirm Karkoc's membership in the Self Defense Legion. They include a Nazi payroll sheet found in Polish archives, signed by an SS officer on Jan. 8, 1945 - only four months before the war's end - confirming that Karkoc was present in Krakow, Poland, to collect his salary as a member of the Self Defense Legion. Karkoc signed the document using Cyrillic letters. Karkoc, an ethnic Ukrainian, was born in the city of Lutsk in 1919, according to details he provided American officials. At the time, the area was being fought over by Ukraine, Poland and others; it ended up part of Poland until World War II. Several wartime Nazi documents note the same birth date, but say he was born in Horodok, a town in the same region. He joined the regular German army after the Nazi invasion of the Soviet Union in 1941 and fought on the Eastern Front in Ukraine and Russia, according to his memoirs, which say he was awarded an Iron Cross, a Nazi award for bravery. He was also a member of the Ukrainian nationalist organization OUN; in 1943, he helped negotiate with the Nazis to have men drawn from its membership form the Self Defense Legion, according to his account. Initially small, it eventually numbered some 600 soldiers. The legion was dissolved and folded into the SS Galician Division in 1945; Karkoc wrote that he remained with it until the end of the war. Policy at the time of Karkoc's immigration application - according to a declassified secret U.S. government document obtained by the AP from the National Archives - was to deny a visa to anyone who had served in either the SS Galician Division or the OUN. The U.S. does not typically have jurisdiction to prosecute Nazi war crimes but has won more than 100 'denaturalization and removal actions' against people suspected of them. Department of Justice spokesman Michael Passman would not comment on whether Karkoc had ever come to the department's attention, citing a policy not to confirm or deny the existence of investigations. Though Karkoc talks in his memoirs about fighting anti-Nazi Polish resistance fighters, he makes no mention of attacks on civilians. He does indicate he was with his company in the summer of 1944 when the Self Defense Legion's commander - Siegfried Assmuss, whose SS rank was equivalent to major - was killed. 'We lost an irreplaceable commander, Assmuss,' he wrote about the partisan attack near Chlaniow. He did not mention the retaliatory massacre that followed, which was described in detail by Malazhenski in his 1967 statement used to help convict platoon leader Teodozy Dak of war crimes in Poland in 1972. An SS administrative list obtained by AP shows that Karkoc commanded both Malazhenski and Dak, who died in prison in 1974. Malazhenski said the Ukrainian unit was ordered to liquidate Chlaniow in reprisal for Assmuss' death, and moved in the next day, machine-gunning people and torching homes. More than 40 people died. 'The village was on fire,' Malazhenski said. Villagers offered chilling testimony about the brutality of the attack. In 1948, Chlaniow villager Stanislawa Lipska told a communist-era commission that she heard shots at about 7 a.m., then saw 'the Ukrainian SS force' entering the town, calling out in Ukrainian and Polish for people to come out of their homes. 'The Ukrainians were setting fire to the buildings,' Lipska said in a statement, also used in the Dak trial. 'You could hear machine-gun shots and grenade explosions. Shots could be heard inside the village and on the outskirts. They were making sure no one escaped.' Witness statements and other documentation also link the unit circumstantially to a 1943 massacre in Pidhaitsi, on the outskirts of Lutsk -today part of Ukraine - where the Self Defense Legion was once based. A total of 21 villagers, mostly women and children, were slaughtered. Karkoc says in his memoir that his unit was founded and headquartered there in 1943 and later mentions that Pidhaitsi was still the unit's base in January 1944. Another legion member, Kost Hirniak, said in his own 1977 memoir that the unit, while away on a mission, was suddenly ordered back to Pidhaitsi after a German soldier was killed in the area; it arrived on Dec. 2, 1943. The next day, though Hirniak does not mention it, nearly two dozen civilians, primarily women and children, were slaughtered in Pidhaitsi. There is no indication any other units were in the area at the time. Heorhiy Syvyi was a 9-year-old boy when troops swarmed into town on Dec. 3 and managed to flee with his father and hide in a shelter covered with branches. His mother and 4-year-old brother were killed. 'When we came out we saw the smoldering ashes of the burned house and our neighbors searching for the dead. My mother had my brother clasped to her chest. This is how she was found - black and burned,' said Syvyi, 78, sitting on a bench outside his home. Villagers today blame the attack generically on 'the Nazis' - something that experts say is not unusual in Ukraine because of the exalted status former Ukrainian nationalist troops enjoy. However, Pidhaitsi schoolteacher Galyna Sydorchuk told the AP that 'there is a version' of the story in the village that the Ukrainian troops were involved in the December massacre. 'There were many in Pidhaitsi who were involved in the Self Defense Legion,' she said. 'But they obviously keep it secret.' Ivan Katchanovski, a Ukrainian political scientist who has done extensive research on the Self Defense Legion, said its members have been careful to cultivate the myth that their service to Nazi Germany was solely a fight against Soviet communism. But he said its actions - fighting partisans and reprisal attacks on civilians - tell a different story. 'Under the pretext of anti-partisan action they acted as a kind of police unit to suppress and kill or punish the local populations. 'This became their main mission,' said Katchanovski, who went to high school in Pidhaitsi and now teaches at the University of Ottawa in Canada. 'There is evidence of clashes with Polish partisans, but most of their clashes were small, and their most visible actions were mass killings of civilians.' There is evidence that the unit took part in the brutal suppression of the Warsaw Uprising, fighting the nationalist Polish Home Army as it sought to rid the city of its Nazi occupiers and take control of the city ahead of the advancing Soviet Army. The uprising, which started in August 1944, was put down by the Nazis by the beginning of October in a house-to-house fight characterized by its ferocity. The Self Defense Legion's exact role is not known, but Nazi documents indicate that Karkoc and his unit were there. An SS payroll document, dated Oct. 12, 1944, says 10 members of the Self Defense Legion 'fell while deployed to Warsaw' and more than 30 others were injured. Karkoc is listed as the highest-ranking commander of 2 Company - a lieutenant - on a pay sheet that also lists Dak as one of his officers. Another Nazi accounting document uncovered by the AP in the Polish National Archives in Krakow lists Karkoc by name - including his rank, birthdate and hometown - as one of 219 'members of the S.M.d.S.-Batl 31 who were in Warsaw,' using the German abbreviation for the Self Defense Legion. In early 1945, the Self Defense Legion was integrated into the SS Galicia Division, and Karkoc said in his memoirs that he served as a deputy company commander until the end of the war. Following the war, Karkoc ended up in a camp for displaced people in Neu Ulm, Germany, according to documents obtained from the International Tracing Service in Bad Arolsen, Germany. The documents indicate that his wife died in 1948, a year before he and their two young boys - born in 1945 and 1946 - emigrated to the U.S. After he arrived in Minneapolis, he remarried and had four more children, the last born in 1966. Karkoc told American officials he was a carpenter, and records indicate he worked for a nationwide construction company that has an office in Minneapolis. But the Army, which does have a record of his service, has no record of Ladner's Purple Heart, the Cherokee County Sheriff's Office said Wednesday. Ladner, 40, a former Holly Springs police officer, is facing criminal charges that he lied about the medal following a six-week investigation into his military records. But Ladner's attorney, based in Texas, contends the veteran does have a Purple Heart. Questions were raised about the medal after Ladner and his wife were injured during a veterans parade accident in Texas. A float they were riding was struck by a train and his wife later lost her leg. "They did a lot of research and there was no evidence whatsoever to indicate he has ever been awarded a Purple Heart. Period," Lt. Jay Baker with the Cherokee County Sheriff's Office said. Ladner was arrested shortly after noon Wednesday and was charged with four counts of theft by deception, one count of false swearing and one count of false statement to a police officer, Baker said. Shortly before 5 p.m., Ladner was released from jail after posting $23,100 bond. "All along, our investigation has shown that, in fact, Shane did receive a Purple Heart for injuries received in service to his country," Ladner's attorney, John Cook, said in an emailed statement to The Atlanta Journal-Constitution. "When all of the information finally comes to light, plenty of people will owe Shane an apology." The Purple Heart, established by George Washington, is a military decoration awarded only to those killed or wounded in battle. Ladner allegedly claimed for several years that he was a Purple Heart recipient. He used the honor to obtain a free license plate for several years, Baker said. In November, Ladner and his wife were participating in a parade for veterans in Midland, Texas, when they were among 16 injured in a train wreck that killed four. After Ladner's wife lost her leg, the Canton and Holly Springs communities rallied to help the family in the weeks following her injury. The theft by deception charges stem from Ladner receiving free Purple Heart license plates in 2009, 2010, 2011 and 2012, Baker said. "When he originally applied for the license plate in 2009, he was required to swear that he was a Purple Heart recipient, hence the false swearing charge," Baker said in an emailed statement. "The false statement charge is from lying to detectives during an interview." Yet, it took a rating agency from China in early 2011 to break the taboo, China's Dagong credit rating agency says the U.S has already defaulted. As AFP reports: "'In our opinion, the United States has already been defaulting... Washington had already defaulted on its loans by allowing the dollar to weaken against other currencies - eroding the wealth of creditors including China, Mr Guan said." This follows on the heels of German credit rating agency Feri's downgrade of U.S. bonds a full notch - from AAA to AA - saying: "The U.S. government has fought the effects of the financial market crisis primarily by an increase in government debt. We do not see that there is sufficient attention being paid to other measures," said Dr. Tobias Schmidt, CEO of Feri Rating &amp; Research AG. "Our rating system shows a deterioration in economic health, so the downgrading of the credit ratings of U.S. is warranted." I would suggest that Dagong and Feri were rather generous in their rating for obvious reasons (China being one of the largest creditor cannot afford to trigger an immediate collapse of US bonds). If a country has defaulted, its credit standing cannot be rated as AAA. It is a junk debtor, no two ways about it! If Joe Six-Packs defaults on a loan, no banks, credit-card companies etc. would extend further credit facilities. Period! MADDOW: And now, part of the scandal here is a press scandal. You know what? When you get used like this and you end up publishing false information, false quotes, you have to correct it. But the bigger scandal here is not a process matter, not a press matter. There's a very stark fact that somebody in Congress right now, or somebody working for somebody in Congress right now, a staffer, concocted a big lie to try to make the White House look very desperately bad on this Benghazi scandal that they otherwise have not been able to get traction on. Who told the lie? And a note to my journalist pals who got involved in this scandal. If your source lied to you, they are not actually a source. They are a con artist and you are their victim. It means you don't have to protect them any more. They're not a source. When you get lied to, when you are a tool of somebody else's deception, when you get lied to, the person lying to you is no longer a source, they are news. Their lie to you is itself news and you can report that news. Republican Congressional offices shopped a false dossier as if it was a White House email. That is a story. The office and the staffers and the members of Congress maybe who did that... that is news. And if you know who it is, you can say so.
