People kill each other to win, at all costs. Pretending to be more civilized then the other side will just make you loose. When Assad starts loosing his forces will start leveling whole occupied cities at a time. It would make strategic sense. We did it in WW2.
When Assad has nothing left to loose is when you will see their true destructive force. Lets just hope the civilians are willing to leave these war torn areas before this happens.

@StormRising The Thermite submunition bomblets are self destructing after 2-3 minutes, to discourage anybody trying to move them or put them out. Russian RBK-250 bombs with ZAB 2.5 bomblets inside. 2/3 of them in a canister self destruct like that.
