Why are we still paying child support for a dead man?

Why are we still paying child support for a 22 year old man whose whereabouts are unknown and who hasn't been seen or heard from in over 3 years?
Why did the judge order the Dad to pay $10,000 in surety costs before he would hear his case to terminate child support for his missing son?
Why are we still paying child support to Paulette Harris, an Oxford school teacher in Halifax, NS Canada who gets the child support and doesn't give it to our son, William Harris.
Why isn't she paying her share of child support?
Why are the police not filing fraud charges against Paulette Harris? Conspiracy Charges? Fraud charges against William Harris? Why? Why have 9 judges kept up this fraud?
