If i remember correctly this "official" was just a Russian businessman with a Blue bucket on his roof so everybody gets out of the way in Russian traffic.

@kingb33r You can clearly see that this Light is a strobe beacon and working when he pulls away.
The web page you refer to is a revolt from the public in complaints about Government officials abusing these lights and driving unlawfully by avoiding traffic laws. Who knows if this guy was a government car or not, but this was a working light. Some of the pics on this site and another I read, crack you up.
