someone should have pulled Napoleon away from the cop. Whatever the
officer is telling the kid before lifting him off the ground by his neck
didn't seem to have a calming effect, if the cop wasn't egging him
along.

@BeansAndOnions I don't think the brat was reciting the boy scout pledge. Looked like threats to me that he will be charged with. We can't hear if the officer said turn around you're under arrest. You think that jackass would comply if he did? Officer used just and necessary force and no more to get a hostile fucknut to comply with the subsequent bodily weight restraint until backup could arrive. I see no issue with this.
