I noticed people using a footbridge there, with a uniformed (?) policewoman next to it, over a road with no cars on it.

That's because only government officials are allowed to have cars, bikes, & cell phones. Everyone else are not allowed to shat without the government knowing about it. It's really sad.
If Kim Jong-Il & his cronies didn't spend so much money & time spying on their own people, this Stalinist hell-hole would be a lot better than it is today.

I think some of the creepiness comes from the lack of signs and advetisments. While this was a "downtown" area, in the US and other nations, you will still see some billboards or neon...I didn't see any. I saw quite a few flags, though.
