dash-cam footage from the officers’ patrol cars that showed an Idaho State Police trooper being hit by the fleeing motorist before police opened fire. Justin Earl Nicholas Todd, 33, died at Kootenai Medical
Center. He was shot to death after a nearly 20-minute police chase that ended in a residential area near West St. Estephe Court and West Bordeaux Avenue, just west of North Ramsey Road and south of West Honeysuckle Avenue in Hayden. A homeowner in that cul-de-sac later questioned the police account of the incident, saying his home surveillance video showed that Todd was fleeing when he was shot.
