Boy was from Xinjiang and stole things in the city. Years aog we had many gangs like that in Guangzhou. The adults was hiding behind and the kids were stealing in the street because police couldn't to anything to those children.
I myself had witnessed once. A Xinjiang kid took some items from a store and only paid a few coins. The owner could only let him go with the items for fear of trouble.
