These are the Sudanese who've infiltrated the Egyptian border with Israel - fleeing from economic and social catastrophe in Sudan - the civil war that's been ongoing between Muslim factions and the civilian population. Most arrive at the border on death's door. The Egyptians prefer just to shoot them and be done with the problem. The Israeli soldiers take *pity* on them and let them in at the Israeli point.
No immigration police They are free to come, go, work - whatever. No authorities to monitor them, except for one lone (empty?) police van, no cop presence that was apparent.
Now that the situation is completely chaotic bordering on people taking up arms against them, there have been organized demonstrations of the veteran residents in the area who are fed up with the South of Tel Aviv being turned into another African city and are demanding that the Israeli government take a hard fisted stand against this free-for-all entry into Israel by whoever and whenever. The main reason the Sudanese have taken up residence in the South of Tel Aviv is mainly if not solely due to the fact that it's a low-income area comprised mainly of the elderly and socio-economically deprived Sephardic families, mostly from Yemen. Since the influx of the Sudanese crime in the area has increased ten-fold. The residents feel they have been abandoned completely by the Israeli government, nothing new - as this has been the case for decades now, but now they have literally been thrown into a fight for their daily survival with no law enforcement on their side.
