With Hurricane Sandy bearing down on Washington, DC and several parts
of the capitol already underwater, most DC residents have likely taken
to holing themselves up indoors, away from the wind and rain, and where
falling trees/power lines are least likely to hit them in the head.
All, that is, except for one brave soul, who apparently decided to do
some pre-Halloween shirtless jogging through DC. In a horse mask.
