Mentally Challenged Man Shoots And Kills Woman From His Balcony.

Raw video,Novosibirsk : Russian police smash their way into an apartment and kill a 43yo mentally challenged man who had just murdered a passer-by from his apartment balcony and seriously injured a man in his car.

Witnesses state that the man was acting like a sniper,taking pot-shots at anyone in the vicinity.

Police are still trying to establish a motive for the shootings.
