It's not as simple as it sounds. In fact, a co-worker of mine who is from Puerto Rico says she bets money that this will never pass. She said they've been trying this for eons and the vote has always been "no." But, one thing she didn't know (and neither did I) until today was what the ballot question would be; it's not "Do you want to become a state?" anymore - it's more nefarious than that. The manner of question does, indeed, dictate a pre-determined answer desired by the one posing the question. This technique is called many things, but ethical is not one of them. It is underhanded at the very least.
