The village-based approach which represents an important element of Operation Kantolo - is an effort to win the support and trust of Afghan authorities and population with reconstruction, development and employment. The village-based approach is a tactical application of counter-insurgency doctrine which seeks to get every segment of the population engaged in rebuilding and developing their community, which in turn makes the insurgency less effective and less relevant to the population.
