Definitely pilot error. That manoeuvre was performed too close to the ground at low speed.

That's the problem at these air shows, egomaniacal invincible pilots sweating adrenaline and trying to impress, and with little or no experience of trying out loop the loops and other death defying manoeuvres at low altitude end up landing on their assholes with a parachute over their heads, while behind them lies a trail of human destruction and desolation.

Low speed, low altitude, pilot fail, one of the best/worse vids I've seen of an air accident. Been to many an air show too, you'd never expect that shit to happen. RIP innocent bystanders, hope that little lad pulled through.
