Don't underestimate the psychological intimidation they do. Their uniforms, how they move, how they talk, it's all designed to instill a sense of fear in the average citizen so when situations like this happen it makes their jobs that much easier because people will see them in their get ups and be intimidated and not react like they might if they were wearing normal gear
