The filmer added the description and claims the man first was beaten and peppersprayed.by the male officer and started filming. The man was drunk ang sleeping outside.
Update: This is being investigated. If I look at the comments I see alot of commenting from the USA. They claim fake title and stuff. But we have complete different standards
