Dash Cam video, Illegal immigrant kicked by police

Malvern police release video of a high-speed chase gone wrong, resulting in the resignations of two Hot Springs police officers one month ago.

The video shows officers restraining 20-year-old Humberto Fortanelli-Ramirez after he led them on a high-speed chase through Hot Spring and Garland Counties.

Two officers, identified as Joshua Heckel and Scott Lampinen, are seen kicking Ramirez as he is being restrained. Both officers resigned from the Hot Springs Police Department shortly after the incident.

The department said no action will be taken against the two officers, since they resigned their posts; however, criminal charges could be filed by the Garland County prosecutor.

The chase began after Ramirez, an illegal immigrant, failed to yield to police during a traffic stop. Witnesses report Ramirez firing shots at police during the chase which ended in Hot Springs after road spikes blew out his tires.
